நாடு முழுவதிலும் உள்ள சிறு வணிக நிறுவனங்களே கனேடிய சமூகங்களின் முதுகெலும்பாக விளங்குவதால், கோவிட்-19 உலகத் தொற்று நோயின் பாதிப்புக்களில் இருந்து கனேடிய வணிக நிறுவனங்களைப் பாதுகாப்பதற்காகக் கனேடிய அரசும், மாகாண, பிராந்திய அரசுகளும் உறுதியானதும், உடனடியானதும், பயனுள்ளதுமானந டவடிக்கைகளை எடுக்கின்றன.
சிறு வணிக நிறுவனங்களுக்கான கனடா அவசர வணிக வாடகை உதவியைச் (Canada Emergency Commercial Rent Assistance (CECRA)) செயற்படுத்துவதற்குச் சமஷ்டி அரசு அனைத்து மாகாணங்களுடனும், பிராந்தியங்களுடனும் கொள்கை அளவில் இணக்கம் கண்டுள்ளதாகப் பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ இன்று அறிவித்தார். இந்தத் திட்டம் கோவிட்-19 காரணமாகப் பாதிக்கப்பட்டுள்ள சிறு வணிக நிறுவனங்களுக்கான வாடகையை 75 சத வீதத்தால் குறைக்கும்.
இந்தத் திட்டத்தில் தகுதி பெறும் வணிகச் சொத்துக்களின் உரிமையாளர்களுக்கு, ஏப்ரல், மே, ஜூன் ஆகிய மூன்று மாதங்களில் நிதி நெருக்கடியை எதிர் கொள்ளும் தகுதி பெறும் வாடகை தாரரான சிறுவணிக நிறுவனங்கள் வழங்க வேண்டிய வாடகையின் 50 சத வீதத்தை ஈடு செய்வதற்குத் தேவையான தள்ளுபடி செய்யப்படக் கூடிய கடன்கள் வழங்கப்படும். அடமானக் கடன் பெற்ற சொத்தின் உரிமையாளர், தகுதி பெறும் சிறு வணிக நிறுவன வாடகைதாரரரின் வாடகையை, வாடகையைத் தள்ளுபடி செய்யும் ஒப்பந்தம் ஒன்றின் மூலம் இந்த மூன்று மாத காலப் பகுதியில் ஆகக் குறைந்தது 75 சத வீதம் குறைத்தால் இந்தக் கடன்கள் தள்ளுபடி செய்யப்படும். இந்த வாடகையைத் தள்ளுபடி செய்யும் ஒப்பந்தத்தில், ஒப்பந்த காலப் பகுதியில் வாடகைதாரர் வெளியேற்றப்படமாட்டாரென்ற பிரிவு இடம் பெற்றிருக்கும். சிறு வணிக நிறுவன வாடகைதாரர்கள், வாடகையின் எஞ்சிய பகுதியான 25 சத வீதம் வரையான தொகையைச் செலுத்த வேண்டும். மாத மொன்றுக்கு 50,000 டொலருக்கும் குறைவான தொகையை வாடகையாகச் செலுத்தும் நிறுவனங்கள், அவற்றின் செயற்பாட்டை தற்காலிகமாக நிறுத்தியிருந்தால், அல்லது கோவிட் – 19 இதற்கு முந்தைய வருமானத்துடன் ஒப்பிடும் போது ஆகக் குறைந்தது 70 சத வீத குறைவை அடைந்திருந்தால் பாதிக்கப்பட்ட நிறுவனங்களாகக் கணிப்பிடப்படும். லாப நோக்கற்ற நிறுவனங்கள், தொண்டு நிறுவனங்கள் ஆகியவற்றுக்கும் இந்த உதவி வழங்கப்படும்.
குபெக், ஒன்றாரியோ ஆகிய மாகாணங்களின் அரசுகளின் கோரிக்கைகளுக்கு அமைவாக இந்த மாகாணங்களுக்குக் கனேடிய ஆயுதப்படையினர் அனுப்பப்படுவார்களெனப் பிரதம மந்திரி ட்ரூடோ மேலும் உறுதிப்படுத்தினார். நாடு முழுவதிலும் உள்ள நீண்ட கால பராமரிப்பு நிலையங்களில் காணப்படும் நிலைமை, மிகுந்த கவலையை ஏற்படுத்துவதாகவும், ஏற்றுக் கொள்ளப்பட முடியாததெனவும் அவர் கூறினார். இரண்டு மாகாண அரசுகளினதும் கோரிக்கையைத் தொடர்ந்து, அவசர உதவி வழங்குவதற்காகச் சமஷ்டி அரசு படையினரை அனுப்பினாலும், அவசர சூழ் நிலைக்கான குறுகிய கால தீர்வாக மட்டுமே இது அமைகிறது. மூதிய கனேடியர்கள், உரிய வகையில் பராமரிக்கப்படுவதை உறுதிப்படுத்துவதற்காக இன்றியமையாத பணியாளர்களின் சம்பளங்களை அதிகரிப்பதற்காகச் சமஷ்டி அரசு மாகாணங்களுக்குப் பல பில்லியன் டொலரை வழங்குகிறது.
கனேடியர்களுக்கு இந்த வேளையில் ஆதரவளிப்பதைத் தொடர்வதற்காகவும், பொருளாதாரத்தின் சில பகுதிகளை மீண்டும் இயக்க ஆரம்பிப்பது குறித்துக் கலந்துரையாடுவதற்காகவும் பிரதம மந்திரி முதல்வர்களை இன்று சந்திக்கவுள்ளார். மிகப் பெரும் நாடாக விளங்கும் கனடாவின் சில பகுதிகளில் இந்த உலகத் தொற்று நோய் ஏனைய பகுதிகளை விடவும் அதிக பாதிப்பை ஏற்படுத்தியுள்ளது. கூட்டாட்சி என்பதால், கனேடிய அரசின் பதில் நடவடிக்கை, ஒவ்வொரு மாகாணத்தினதும், பிராந்தியத்தினதும் நிலைமைகளுக்கும், சவால்களுக்கும் ஏற்றவாறாக வடிவமைக்கப்படும். வழமை நிலைமைக்குத் திரும்புவது ஒரு நாளில் நடைபெறப் போவதில்லையெனப் பிரதம மந்திரி ட்ரூடோ நினைவுபடுத்தினார். இதற்குத் தேசிய மட்டத்தில் பெருமளவான ஒருங்கிணைப்புத் தேவைப்படுவதுடன், பாதுகாப்பாகப் பொருளாதாரத்தை மீண்டும் இயக்க ஆரம்பிக்கத் தேவையான கொள்கைகளையும் வழிகாட்டு நெறிகளையும் உருவாக்குவதற்கு மாகாணங்களுடனும், பிராந்தியங்களுடனும் சமஷ்டி அரசு இணைந்து பணியாற்றும். சமூகத்தில் இடைவெளியைப் பேணுவது தொடர்பான பொதுச் சுகாதார அறிவுறுத்தல்களைக் கனேடியர்கள் தற்போதைய நிலையில் தொடர்ந்து கடைப்பிடிப்பது இன்றியமையாததென அவர் வலியுறுத்திக் கூறினார்.
நோவாஷ் கோஷ்யாவில் கடந்த வார இறுதியில் கொல்லப்பட்டவர்களை நினைவு கூர்ந்து அத்திலாந்திக் நேரப்படி இன்றிரவு 7 மணிக்கு, அல்லது கிழக்குப் பிராந்திய நேரப்படி இன்று மாலை 6 மணிக்கு இடம் பெறவுள்ள நிகர் நிலை விழிப்பு நிகழ்வில் பிரதம மந்திரி பங்கேற்பார்.
Updated Emergency Measures by the Canadian Federal Government on April 24th
Small businesses across the country are the backbone of Canadian communities, that is why the Government of Canada and provincial and territorial partners are taking strong, immediate, and effective action to protect Canadians and businesses from the impacts of the COVID-19 pandemic.
The Prime Minister, Justin Trudeau, today announced that the federal government has reached an agreement in principle with all provinces and territories to implement the Canada Emergency Commercial Rent Assistance (CECRA) for small businesses. This program will lower rent by 75% for small businesses that have been affected by COVID-19.
The program will provide forgivable loans to qualifying commercial property owners to cover 50 percent of three monthly rent payments that are payable by eligible small business tenants who are experiencing financial hardship during April, May, and June. The loans will be forgiven if the mortgaged property owner agrees to reduce the eligible small business tenants’ rent by at least 75 per cent for the three corresponding months under a rent forgiveness agreement, which willinclude a term not to evict the tenant while the agreement is in place. The small business tenant would cover the remainder, up to 25 per cent of the rent. Impacted small business tenants are businesses paying less than $50,000 per month in rent and who have temporarily ceased operations or have experienced at least a 70 per cent drop in pre-COVID-19 revenues. This support will also be available to non-profit and charitable organizations.
Prime Minister Trudeau also confirmed that the Canadian Armed Forces will be deployed to Quebec and Ontario upon request made by the provincial governments. He stated that what is being witnessed in long-term care facilities across the country is extremely troubling and unacceptable. The federal government has deployed the military to provide emergency support upon the requests for the two provincial governments, however this is only a short-term solution due to the emergency. The federal government is also offering billions of dollars to provinces to top up the pay of essential workers and make sure elderly Canadians get the care they deserve.
The Prime Minister will be meeting with the Premiers today to continue the work on supporting Canadians during this time and to discuss reopening parts of the economy. Canada is a vast country and some regions have been hit harder than others by this pandemic. Being a federation,Canada’s response will be adapted according to the realities and challenges of each province or territory. Prime Minister Trudeau cautioned that getting back to normal will not happen overnight – it will require a lot of coordination at the national level, and the federal government will be there to work with the provinces and territories to establish principles and guidelines to start reopening the economy safely. He emphasized that it is critical that Canadians for the time being continue to follow public health instructions on social-distancing.
The Prime Minister will be participating in a virtual vigil today at 7 PM Atlantic Time or 6 PM Eastern, held to remember the victims of the Nova Scotia attacks over the weekend.
