நாடு முழுவதிலும் உள்ள கனேடியர்கள் கோவிட் – 19 காரணமாகப் பொருளாதாரப் பாதிப்பை எதிர் கொள்ளும் நிலையில், அவர்களுக்கு உதவியளிப்பதற்குச் சமஷ்டி அரசு உறுதி பூண்டுள்ளது. மாணவர்களுக்கும், வணிக நிறுவனங்களுக்கும், எமது சமூகங்களில் உள்ள மிகவும் நலிவடைந்தோரில் சில பிரிவினருக்கு உதவி வரும் லாப நோக்கற்ற நிறுவனங்களும் உதவியான கணிசமான நடவடிக்கைகள் இந்த வாரம் அறிவிக்கப்பட்டன.
இந்த வாரம் அறிவிக்கப்பட்ட கனடா அவசர மாணவர் கொடுப்பனவு (Canada Emergency Student Benefit (CESB)) தொழில் புரியாத, கனடா அவசரநடவடிக்கைக் கொடுப்பனவுக்குத் (Canada Emergency Response Benefit (CERB)) தகுதி பெறாத மாணவர்களுக்கு 1,250 டொலரையும், மாற்று வலுவுள்ள அல்லது தங்கியிருப்போரைக் கொண்ட மாணவர்களுக்கு 1,750 டொலரையும் வழங்கும். இந்தக் கொடுப்பனவுமே முதல் ஓகஸ்ட் வரை வழங்கப்படும். இதற்கு மேலதிகமாக மாணவர்களுக்கான கனடா மாணவர் மானியம் இவ்வாண்டில் இரண்டு மடங்காக வழங்கப்படும். தொழில் அனுபவம், தொழிற் திறமை ஆகியவற்றைப் பெற்றுக் கொள்ள விரும்பிய மாணவர்கள் கோவிட் – 19 காரணமான முடக்க நிலையால் பாதிக்கப்படாதிருப்பதை உறுதி செய்வதற்காக, கனடா மாணவர் சேவை மானியம் ஒன்றையும் வழங்கவுள்ளது. இதன் மூலம் கோவிட் – 19 காலத்தில் மாணவர்கள் புரியும் தொண்டர் சேவையைப் பொறுத்து இலையுதிர் காலத்தில் அவர்களது கல்விக்கு 5,000 டொலர் வரையான பணம் வழங்கப்படும்.
சிறு வணிக நிறுவனங்களுக்கு வாடகையின் 75 சத வீத நிவாரணத்தை வழங்குவதற்கு சமஷ்டி அரசு அனைத்து மாகாணங்களுடனும் இணக்கம் கண்டுள்ளது. சொத்துக்களின் உரிமையாளர்களுக்குத் தள்ளுபடி செய்யப்படக் கூடிய கடன்களின் வடிவத்தில் வழங்கப்படும் கனடா அவசர வணிக வாடகை உதவியை (Canada Emergency Commercial Rent Assistance (CECRA)),மாதந்தோறும் 50,000 டொலர் வரையான வாடகையைச் செலுத்தும் சிறு வணிக நிறுவனங்களும், லாப நோக்கற்ற அமைப்புக்களும் பெற முடியும்.
வணிக நிறுவனங்களுக்கும், லாப நோக்கற்ற அமைப்புக்களுக்கும் 75 சத வீத சம்பள மானியம் வழங்கும் கனடா அவசர வணிக மானிய (Canada Emergency Business Subsidy (CEWS)) திட்டம் எதிர்வரும் 27 ஆந் திகதி திங்கட்கிழமை செயற்பாட்டுக்கு வரும். கனடா வருமான வரி முகவரக இணையத்தளத்தில் இதற்கான விண்ணப்பங்கள் சமர்ப்பிக்கப்படலாம்.
நலிவடைந்த கனேடியர்களுக்கு, அவர்களுக்கு அத்தியாவசிய சேவைகளை வழங்கும் தொண்டு அமைப்புக்களின் ஊடாகவும், லாப நோக்கற்ற அமைப்புக்களின் ஊடாகவும் ஆதரவளிக்கும் வகையில் 350 மில்லியன் டொலர் அவசர சமூக உதவித் திட்டம் ஒன்று அறிவிக்கப்பட்டது. கோவிட் – 19 இற்கான தடுப்பு மருந்தையும், சிகிச்சைகளையும் கண்டு பிடிப்பதற்கான ஆய்வுகளுக்கெனக் கணிசமான தொகையாக 1.1 பில்லியன் டொலர் பணம் வழங்கப்படுவதுடன் கோவிட் – 19 நோயெதிர்ப்பு சக்தி செயலணி அமைக்கப்படுகிறது. இந்தச் செயலணி முன்னுரிமை வழங்கப்பட வேண்டியவற்றை முடிவு செய்து கனேடியர்களின் நோயெதிர்ப்பு சக்தி, பலவீனங்கள் ஆகியன குறித்த நம்பகத் தன்மையுள்ள கணிப்பீடுகளை மேற் கொள்வதற்கு நாடு தழுவிய இரத்தப் பரிசோதனைகளை ஒருங்கிணைக்கும் செயலை மேற்பார்வை செய்யும்.
பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ, கனேடிய மீன் பிடித்துறைக்கும் மீன் பதப்படுத்துவோருக்கும் 62.5 மில்லியன் டொலர் உதவியை இன்று அறிவித்தார். கோவிட் – 19 காரணமாக உலகளாவிய உணவு விநியோகம், உணவு விநியோகச் சங்கிலிகளின் நம்பகத் தன்மை ஆகியன குறித்த கவலை அதிகரித்துவரும் நிலையில், குளிர் பதன வசதி, களஞ்சிய வசதி ஆகியவற்றிலும், பணியாளர்களின் பாதுகாப்பை உறுதி செய்வதற்கான தனி நபர் பாதுகாப்புக் கருவிகளிலும் முதலிடுவதற்கு இந்த உதவி பயன்படும்.
முதல்வர்களுடன் நேற்று உரையாடிய நிலையில், நாடு முழுவதிலும் பொருளாதார செயற்பாடுகளை மீண்டும் ஆரம்பிப்பதற்கான திட்டத்தின் வரைபைக் கனேடிய அரசு தயாரிக்குமெனப் பிரதம மந்திரி அறிவித்தார். பொருளாதார செயற்பாடுகளை மீள ஆரம்பிக்கும் காலமும், எடுக்கப்படும் செயற்பாடுகளும் நாட்டின் வெவ்வேறு பிராந்தியங்களில் மாறுபட்டாலும், கோவிட் – 19 ஐக் கட்டுப்படுத்தும் விடயத்தில் இதுவரை அடைந்த முன்னேற்றத்தைப் பேணும் வகையில் கனடாவின் தலைமை மருத்துவர் வழங்கும் ஆலோசனைகளுக்கும், பரிந்துரைகளுக்கும் அமைவாகவே இந்தத் திட்டம் அமைந்திருக்கும்.
நாட்டின் பொருளாதார செயற்பாடுகளை மீள ஆரம்பிப்பதற்கான நடவடிக்கைகளையும், பொருளாதாரத்தை நிலைப்படுத்தும் நடவடிக்கைகளையும் எடுக்கும் போது கனேடியர்கள் பாதுகாப்பாக இருப்பதை உறுதிப்படுத்தும் வகையில் மாகாணங்கள், பிராந்தியங்கள், பொதுச் சுகாதார அதிகாரிகள் ஆகியோருடன் அரசு தொடர்ந்து இணைந்து செயற்படும்.
Updated Emergency Measures by the Canadian Federal Government on April 25th
As Canadians across the country feel the economic impact of COVID-19, the federal government remains committed to support them. Over the past week, significant measures have been brought forward to support students, businesses, and non-profits who are helping some of the most vulnerable individuals in our communities.
The Canada Emergency Student Benefit (CESB) introduced this week, will provide $1250 for students, and $1750 for students with disabilities or dependents, who are not employed or eligible for Canada Emergency Response Benefit (CERB). This payment will be available from May to August. In addition to this, the Canada Student Grant for students will also be doubledthis year. To make sure that students who are looking to gain work experience and job skills will not suffer due to the COVID-19 lockdowns, the government is also providing a Canada Student Services Grant (CSSG), that would provide up to $5000 towards students’ education in fallbased on their volunteer services during COVID-19.
The federal government has also reached an agreement with all provinces to provide 75% rent relief to small businesses. The Canada Emergency Commercial Rent Assistance (CECRA) will be provided in form of a forgivable loan to property owners, and can be accessed by small businesses and nonprofits who pay up to $50,000 in rent per month. The Canada Emergency Business Subsidy (CEWS) that provides 75% wage subsidy to businesses and non-profits will be launched on Monday, April 27th. Applications will be available through the Canada Revenue Agency website.
An Emergency Community Support Fund for $350 million was announced to support vulnerable Canadians through charities and non-profit organizations that deliver essential services to those in need. A significant investment of $1.1 billion has also been made toward research and development of vaccines and treatment for COVID-19 and to put in place a COVID-19 Immunity Task Force. The Task Force will establish priorities and oversee the coordination of a series of country-wide blood test surveys and provide reliable estimates of potential immunity and vulnerabilities in Canadian populations.
The Prime Minister, Justin Trudeau, today announced a $62.5 million relief to Canadian fisheries and fish processors. With COVID-19 raising concerns about global food supply and reliability of food supply chains, this relief will prepare the fisheries industries to invest in refrigeration and storage facilities, as well as in personal protective equipment for workers to ensure safety.
Having spoken to Premiers yesterday, the Prime Minister announced that Canada will develop and draft a framework to reopen the economy across the country. The timing and the measures taken to reopen the economy will be varied in different regions of the country, however, a framework that follows the advice and recommendation of Canada’s Chief Medical officer will ensure that the work and progress made this far to control COVID-19 is maintained.
The government will continue to work together with the provinces and territories and the public health officials to make sure that Canadians are kept safe while taking actions to reopen and stabilize the economy.
