COVID-19 உலகத் தொற்றுநோயால் பாதிக்கப்பட்ட கனடிய வணிக நிறுவனங்கள், பணியாளர்களைத் தொடர்ந்தும் வேலையில் வைத்திருப்பது, பணப் புழக்கத்தை அதிகரிப்பது, வாடகையைச் செலுத்துவது ஆகியவற்றுக்கு உதவியளிப்பதற்குக் கனடிய அரசு உடனடியாக நடவடிக்கை எடுத்தது. எமது பொருளாதாரத்தின் சில பிரிவுகள் முன்னேற்றமடைந்தாலும், ஏனைய பிரிவுகள் வருமானக் குறைவு, அதிகரித்த செலவினம், COVID-19 உலகத் தொற்றுநோய் காரணமான உறுதியற்ற தன்மை என்பவற்றால் தொடர்ந்தும் சிரமப்படுகின்றன.

- புதிய கனடா அவசரகால வாடகை மானியம் (Canada Emergency Rent Subsidy), COVID-19 காரணமாகப் பாதிக்கப்பட்ட தகுதிபெறும் நிறுவனங்கள் 2021 ஆம் ஆண்டு ஜூன் வரை வாடகை, அடமானக் கடன் என்பவற்றுக்கான உதவியை இலகுவாகப் பெறுவதற்கு வழிவகுக்கும். வாடகை மானியம், தகுதிபெறும் வாடகை தாரர்களுக்கு நேரடியாக வழங்கப்படும் அதேவேளை, சொத்துக்களின் உரிமையாளர்களுக்கும் உதவியளிக்கப்படும். இந்தப் புதிய மானியம், வருமானக் குறைவைச் சந்தித்துள்ள வணிக நிறுவனங்கள், தன்னார்வ தொண்டு நிறுவனங்கள், லாபநோக்கற்ற நிறுவனங்கள் ஆகியவற்றுக்கு, அவர்களது இழப்புக்கு ஏற்றவாறாக, ஆகக் கூடியது 65 சதவீதம் வரை, அவற்றின் தகுதி பெறும் செலவினத்தின் ஒரு குறிப்பிட்ட சதவீதத்தை 2020 December 19 ஆந் திகதி வரை வழங்கும். Septemeber 27 ஆந் திகதியில் இருந்து October 24, 2020 வரையான காலப்பகுதிக்கும் நிறுவனங்கள் விண்ணப்பிக்கக் கூடியதாக இருக்கும்.
- தகுதியான பொதுச் சுகாதார அமைப்பின் உத்தரவுக்கு அமைவாகத் தற்காலிகமாக மூடப்படும் நிறுவனங்களுக்கு 65 சதவீத மானியத்திற்கு மேலதிகமாக ஒரு மிகை நிரப்பு கனடா அவசரகால வாடகை மானியமாக (top- up Canada Emergency Rent Subsidy) 25 சதவீதம் வழங்கப்படும். உள்ளுர் பொதுச் சுகாதார முடிவுக்கு அமைவாகத் தற்காலிகமாக மூடப்படும் வணிக நிறுவனங்களுக்கு நேரடியாக நிதி உதவி வழங்கப்படுமென சிம்மாசன உரையில் அளித்த உறுதிமொழிப்படி இது அமையும்.
- கனடா அவசரகால சம்பள மானியம் (Canada Emergency Wage Subsidy) 2021 ஆம் ஆண்டு June வரை நீடிக்கப்படுவது, வணிக நிறுவனங்கள் அவற்றின் பணியாளர்களைத் தொடர்ந்து சம்பளப் பட்டியலில் வைத்திருப்பதற்கும், பணியாளர்களை மீளவும் பணியில் இணைத்துக் கொள்வதற்கும் ஊக்கமளிக்கும்.
- விரிவாக்கப்பட்ட கனடா அவசரகால வணிகக் கணக்கு (expanded Canada Emergency Business Account (CEBA)) CEBA கடன்களுக்குத் தகுதி பெறும் வணிக நிறுவனங்களும், லாப நோக்கற்ற நிறுவனங்களும் – உலகத் தொற்றுநோயால் தொடர்ந்தும் கடுமையாகப் பாதிக்கப்பட்டிருந்தால் – 40,000 டொலர் CEBA கடனுக்கு மேலதிகமாக வட்டியற்ற கடனாக மேலும் 20,000 டொலர் வரையான பணத்தைக் கடனாகப் பெறக்கூடியதாக இருக்கும். 2022 ஆம் ஆண்டு December 31 ஆந் திகதிக்கு முன்பாகக் கடன் திருப்பிச் செலுத்தப்பட்டால், இந்த மேலதிக நிதி உதவியின் அரைப்பங்கு தள்ளுபடி செய்யப்படும். இதற்கு மேலதிகமாக, CEBAவிற்கான விண்ணப்பக் காலக்கெடு 2020 December31 வரை நீடிக்கப்படுகிறது..

The Government of Canada took immediate action to help Canadian businesses affected by the global COVID-19 pandemic, from helping keep employees on the job to increasing cash flow and providing support to help pay rent. While some parts of our economy are recovering, others continue to struggle with reduced revenues, increased costs, and uncertainty because of the COVID-19 pandemic.
Deputy Prime Minister and Finance Minister, Chrystia Freeland, announced the government’s intention to introduce new, targeted support to help hard-hit businesses and other organizations experiencing a drop in revenue. The government plans to introduce legislation to provide the support that would help these businesses safely get through the second wave of the virus and the winter, cover costs so they can continue to serve their communities, and be positioned for a strong recovery, including:
- The new Canada Emergency Rent Subsidy, which would provide simple and easy-to-access rent and mortgage support until June 2021 for qualifying organizations affected by COVID-19. The rent subsidy would be provided directly to tenants, while also providing support to property owners. The new rent subsidy would support businesses, charities, and non-profits that have suffered a revenue drop, by subsidizing a percentage of their expenses, on a sliding scale, up to a maximum of 65 percent of eligible expenses until December 19, 2020. Organizations would be able to make claims retroactively for the period that began September 27 and ends October 24, 2020.
- A top-up Canada Emergency Rent Subsidy of 25 percent for organizations temporarily shut down by a mandatory public health order issued by a qualifying public health authority, in addition to the 65 percent subsidy. This follows a commitment in the Speech from the Throne to provide direct financial support to businesses temporarily shut down as a result of a local public health decision.
- The extension of the Canada Emergency Wage Subsidy until June 2021, which would continue to protect jobs by helping businesses keep employees on the payroll and encouraging employers to re-hire their workers
- An expanded Canada Emergency Business Account (CEBA), which would enable businesses, and not-for-profits eligible for CEBA loans—and that continue to be seriously impacted by the pandemic—to access an interest-free loan of up to $20,000, in addition to the original CEBA loan of $40,000. Half of this additional financing would be forgivable if repaid by December 31, 2022. Additionally, the application deadline for CEBA is being extended to December 31, 2020.
Further details, including the launch date and application process, will be announced in the coming days. An attestation of the impact of COVID-19 on the business will be required to access additional financing.
