கனடா அவசர நடவடிக்கைக் கொடுப்பனவுத் திட்டம் (Canada Emergency Response Benefit (CERB)) ஏற்கனவே நடைமுறைக்கு வந்து, பல கனடியர்களுக்குக் கொடுப்பனவுகள் வழங்கப்படும் நிலையில், இதுவரை அறிவிக்கப்பட்ட உதவிகளுக்குத் தகுதி பெறாத மேலும் அதிக கனடிய வணிக நிறுவனங்களுக்கும், தனி நபர்களுக்கும் உதவியான புதிய நடவடிக்கைகளையும், மாற்றங்களையும் பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ இன்று (புதன்கிழமை) அறிவித்தார்.
கனடா அவசர சம்பளமானியத்திற்குத் தகுதி பெறுவதற்கு வருமானம் 30 சதவீதம் குறைவடைந்ததென நிறுவனங்கள் காண்பிக்க வேண்டியிருந்த விதி, மார்ச் மாத வருமானம் 15 சத வீதம் குறைவடைந்ததெனக் காண்பித்தால் போதுமானதெனத் தற்போது மாற்றப்பட்டுள்ளது. ஏப்ரல், மே மாதங்களுக்கான மானியத்திற்கு, வருமானம் 30 சதவீதம் குறைவடைந்திருக்க வேண்டுமென்ற விதியில் மாற்றம் இருக்க மாட்டாது. வருமான மாற்றத்தைக் காண்பிப்பதற்கு 2020 ஆம் ஆண்டின் ஜனவரி, ஃபெப்ரவரி மாதங்களின் வருமானங்களையும் நிறுவனங்கள் பயன்படுத்தலாம். பல புதிய வணிக நிறுவனங்களும், தொடக்க நிலை வணிக முயற்சிகளும் எதிர் கொள்ளும் சவால்களைக் கருத்திற் கொண்டு இந்த மாற்றங்கள் செய்யப்பட்டுள்ளன. லாப நோக்கற்ற அமைப்புக்களும், தொண்டு நிறுவனங்களும் வருமான இழப்பைக் கணக்கிடும் போது அரசின் மானியங்களைச் சேர்த்து அல்லது தவிர்த்துக் கணக்கிடுவதற்கு அனுமதி வழங்கப்பட்டுள்ளது. பாதிக்கப்பட்ட வணிக நிறுவனங்களிலும், லாப நோக்கற்ற நிறுவனங்களிலும் உள்ள பணியாளர்களில் ஒவ்வொருக்கும் வார மொன்றுக்கு 847 டொலர் வரையான பணத்தை அரசு வழங்கும். இந்தக் கொடுப்பனவுகள் மார்ச்15 ஆந் திகதியில் இருந்து நடைமுறைக்கு வரும் வகையில் வழங்கப்படும்.
கனடா அவசர சம்பள மானியம் நாடாளுமன்றத்தால் அங்கீகரிக்கப்படாதமையால் இன்னமும் நடைமுறைக்கு வரவில்லை. இந்தத் திட்டத்தை இயலுமான விரைவில் நிறைவேற்றுவதற்காக நாடாளுமன்றத்தின் மக்களவையை மீண்டும் கூட்டுவதற்குத் தம்முடன் இணைந்து கொள்ளுமாறு எதிர்க் கட்சிகளின் உறுப்பினர்களிடம் அரசு கோரிக்கை விடுக்கிறது. இத்துடன், பிரதம மந்திரி அமைச்சரவையின் உறுப்பினர்களை இன்று நேரில் சந்தித்து உரையாற்றவுள்ளார்.
கனடா அவசர வணிகக் கணக்குக் கடன் திட்டம் (Canada Emergency Business Account Loan) நாளை, ஏப்ரல் 9 ஆந் திகதி ஆரம்பிக்கப்படுமென நிதியமைச்சர் பில்மோர்னோ அறிவித்துள்ளார். சிறு வணிக நிறுவனங்களும், லாப நோக்கற்ற நிறுவனங்களும், அவற்றின் வங்கிகளின் ஊடாக 40,000 டொலர் வரையான கடனைப் பெறக்கூடியதாக இருக்கும். 2022 டிசம்பர் 31 இற்கு முன்பாகக் கடன் தொகையைத் திருப்பிச் செலுத்துவோருக்குக் கடனின் 25 சதவீதம் வரையான, 10,000 டொலர் வரையான பகுதி தள்ளுபடி செய்யப்படும். நாளை முதல் வணிக நிறுவனங்கள் அவற்றின் வங்கிகளில் அல்லது கூட்டுறவு வங்கிகளில் (credit union) கடனுக்கு விண்ணப்பிக்கலாம்.

கோவிட் – 19 காரணமாகப் பாதிக்கப்பட்ட இளையோருக்கும், சிறு வணிக நிறுவனங்களுக்கும் உதவியாக இவ்வாண்டுக்கான கனடா கோடை வேலைவாய்ப்புத் திட்டத்தில் (Canada Summer Jobs (CSJ)) பிரதம மந்திரி ட்ரூடோ கணிசமான மாற்றங்களை அறிவித்துள்ளார். மாணவர்களை வேலைக்கு அமர்த்துவதற்கு ஏற்படும் செலவினத்தின் 100 சத வீதம் வரையான பணத்தையும் CSJ திட்ட வேலை கொள்வோருக்கு அரசு மானியமாக வழங்கும். மாணவர்கள் வழமையிலும் தாமதமாக வேலையில் இணைந்து கொள்வதற்கு உதவியாக வேலைவாய்ப்புக்களுக்கான காலம் எதிர்வரும் பனிக் காலம் வரை நீடிக்கப்படும். கோவிட் – 19 காரணமாக அவற்றின் செயற்பாடுகளைக் குறைத்துக் கொண்ட நிறுவனங்கள் மாணவர்களைப் பகுதி நேர அடிப்படையில் பணிக்கு அமர்த்தக் கூடியதாக இருக்கும்.

3M நிறுவனத்திடம் இருந்து ஐந்து லட்சம் N95 சுவாசக் கவசங்கள் நேற்றிரவு கிடைக்கப் பெற்றதாக உறுதி செய்த பிரதம மந்திரி ட்ரூடோ, அவை கனடா முழுவதும் விநியோகிக்கப்படுமெனக் கூறினார். இந்த சுவாசக் கவசங்கள் முன் வரிசை மருத்துவப் பராமரிப்புப் பணியாளர்களைப் பாதுகாப்பதற்காக அவர்களுக்கு வழங்கப்படும். அனைத்துக் கனேடியர்களும் முன் வரிசைப் பணியாளர்களைப் பாதுகாப்பாக வைத்திருப்பதற்குத் தேவையான சமூக இடைவெளி பேணும் செயற்பாடுகளையும், பொதுச் சுகாதார நிபுணர்களின் அறிவுறுத்தல்களையும் அவர்களது பங்குக்குத் தொடர்ந்து கடைப் பிடிக்க வேண்டுமெனவும் பிரதம மந்திரி கோரிக்கை விடுத்துள்ளார்.
Updated Emergency Measures by the Canadian Federal Government on April 8th
With the Canada Emergency Response Benefit (CERB) already launched and payments being made to many Canadians, Prime Minister Justin Trudeau today (Wednesday), addressed the new measuresand changes that will be put in place to make sure that more Canadians – especially businesses and individuals who are not currently eligible for benefits are covered.
The eligibility requirements for the Canada Emergency Wage Subsidy, has been updated so that businesses will now have to demonstrate only a 15% revenue drop for the month of March rather than the previously suggested 30% drop. For the months of April and May revenue drop of 30% requirement will remain the same.. Businesses can also use revenues from January and February of 2020 to demonstrate the revenue change. These changes have been made in recognizing the challenges that many new businesses and startups currently face. Non-profit organizations and charities, will also have the choice to include or exclude government grants when calculating income loss. For the businesses and nonprofits impacted, the government will give upto $847 per week for each employee on payroll. This will be made retroactive to March 15.
The Canada Emergency Wage Subsidy has not yet been launched, and is pending approval by the parliament. The Canadian government is calling on the members of the opposition party to join in reconvening the House of Commons so that these measures can be passed at the earliest. The Prime Minister will also be meeting members of the Cabinet today in person to address them.
Minister of Finance, Minister Bill Morneau has also announced that the Canada Emergency Business Account Loan will launch tomorrow, April 9th. This will allow Small businesses and Nonprofits to access loans upto $40,000 through their banks. Upto 25% of the loan to a maximum of $10,000 will be forgivable if repaid by December 31,2022. Starting tomorrow businesses can apply through their banks or credit unions.
For those who are currently working significantly reduced hours of 10 hours a week or less, and are not eligible for the Canada Emergency Response Benefit, the government will make more announcements in the coming days. Similarly, seniors who’s retirement income and savings have been impacted by the fall in the stock market will also have additional measures introduced to support them.
To help young people and small businesses affected by COVID-19, Prime Minister Trudeau announced significant changes to the Canada Summer Jobs (CSJ) program for this year. The government will now provide CSJ employers a subsidy of up to 100% to cover the cost of hiring students. The timeframe for job placement will also be extended until the winter to allow jobs to start later than usual. Businesses who have scaled down operations due to COVID-19 will also be able to hire students on a part-time basis.
These new measures put in place will ensure that young Canadians will be able to secure employment both to address financial needs as well to gain experience needed. The Prime Minister also encouraged employers impacted by COVID-19 to make adjustments to their services so that young Canadians can be included as part of their workforce.
Prime Minister Trudeau also confirmed that the half a million N95 masks from 3M have also been received last night and will be distributed across Canada. These masks will be provided to health care workers on the frontlines to protect them. The Prime Minister also called on all Canadians to continue following the social distancing measures and instructions from public health experts to do their part to keep frontline workers safe.
