Updated Emergency Measures by the Canadian Federal Governmenton March 22nd
Prime Minister Justin Trudeau highlighted the following updates today (Sunday), as Canada continues to address the COVID-19 pandemic:
- The House of Commons will reconvene on Tuesday, March 24th to introduce the urgent economic measures. The quick passage of this legislation is important to ensure that Canadians have the financial support needed during this crisis.
- The Canadian government continues to request Canadians who are abroad to return to Canada while they still can. The first rescue flights repatriating Canadians stranded in other countries have already landed in Canada this weekend. There are plans for further flights to arrive in the coming days:
– Westjet has committed to 30 flights from Monday, March 23rd to Wednesday March 25th
– Air Transat is working with Global Affairs Canada to secure permission to fly over closed air spaces to repatriate Canadians;
– SunWing has offered free flights for those who are in need.
Details about the repatriation arrangements and other travel plans, will be constantly updated on
www.Canada.ca .
(Canadians who are stranded overseas are requested to register with the National Registry of Canadians Abroad If they have not already done so at: www.voyage2.gc.ca)
The Prime Minister reiterated the importance of Social Distancing to stop the spread of Coronavirus, and thanked the frontline workers, including Medical Staff, grocery workers, cleaners, postal workers, truck drivers, delivery persons, pharmacists and others who are working overtime to deliver essential services so all Canadians can stay safe.
In regards to invoking the Federal Emergencies Act, the Prime Minister informed that the option has not been ruled out, however, given the immense significance of it, the federal government looks to ensure that the tools and mechanisms that Municipal and Provincial governments possess are exhausted before further measures could be taken if needed.
Minister Marco Mendocino, Minister of Immigration, Refugees and Citizenship has also announced that the definition of immediate family member has been updated to allow family members of Canadians to travel during this time.
Effective 00:00:01 a.m. EST on March 21, 2020, the Government of Canada amended the interim order to broaden the definition of immediate family member. An immediate family member is recognized as:
(a) the spouse or common-law partner of the person;
(b) a dependent child of the person or of the person’s spouse or common-law partner;
(c) a dependent child of a dependent child referred to in paragraph (b);
(d) the parent or step-parent of the person or of the person’s spouse or common-law partner; or
(e) the guardian or tutor of the person.
This has been updated from the previous definition of an immediate family member as a spouse/partner or dependent child.
As of today, while the COVID-19 travel restrictions are in place Canada will allow:
– Canadian Citizens, Permanent Residents and their immediate family members (as per the new interim definition)
– Temporary Foreign Workers and Students who received their permits before March 16th, 2020 to travel to Canada;
– All who have been approved for Permanent Residency before March 16th, 2020,to travel to Canada.
