“ஜெனிவாவில் இன்று 22 பெரும்பான்மை வாக்குகள் ஆதரவாகவும், 11 வாக்குகள் எதிராகவும் அளிக்கப்பட்டும், 14 நாடுகள் வாக்கெடுப்பில் கலந்து கொள்ளாமலும் நிறைவேற்றப்பட்ட ஐக்கிய நாடுகள் மனித உரிமைப் பேரவையின் தீர்மானம் இலங்கையில் இடம்பெற்ற பாரிய மனித உரிமை மீறல்களுக்குப் பொறுப்புக்கூறலை அடைவதற்கான முக்கியமான ஒரு முன்னேற்றப்படியாகும். பொறுப்புக்கூறலை முன்னேற்றுவதற்கு இலங்கை தவறியுள்ளதை இந்தத் தீர்மானம் காட்டுகிறது.
இந்தத் தீர்மானம் மனித உரிமைகளுக்கான ஐக்கிய நாடுகள் உயர் ஆணையாளரின் கண்காணிப்பில் மேலதிகமாக சுதந்திரமான, சர்வதேச விசாரணை ஒன்றை உருவாக்கிறது. இந்தத் தீர்மானம், மேலதிக பொறுப்புக் கூறல் நடவடிக்கைகளுக்கான மூலோபாயங்களை முன்வைக்குமாறும், பேரவைக்குக் கிரமமாக அறிக்கையிடுமாறும் உயர் ஆணையாளருக்கு ஆணையிடுகிறது.
ஐக்கிய நாடுகள் மனித உரிமைப் பேரவை 2009 ஆம் ஆண்டு இந்த விடயத்தை எடுத்துக்கொண்ட பின்னர் நிறைவேற்றப்பட்ட மிகப் பலமான தீர்மானமாக இது அமைகிறது.
இலங்கை குறித்த மையக் குழுவின் நாடுகளின் கடின உழைப்பையும், அவர்கள் வழங்கிய தலைமைத்துவத்தையும் நான் குறிப்பிட விரும்புகிறேன். இந்தத் தீர்மானத்தைப் பலப்படுத்தி நிறைவேற்றுவதற்கு ஜெனிவாவிலும், கொழும்பிலும் உள்ள கனேடிய தூதரகங்களும், கனேடிய வெளியுறவு அமைச்சர் மார்க் கார்னோவும் (Marc Garneau), நாடாளுமன்ற செயலாளர் றொப் ஒலிஃபண்டும் (Rob Oliphant), மையக் குழுவுடன் இணைந்து கவனத்துடன் பணியாற்றினார்கள். அவர்களது முயற்சிகளுக்கு நான் அவர்களுக்கு நன்றி தெரிவிக்கிறேன்.
இந்தத் தீர்மானம் இலங்கையில் புரியப்பட்ட அட்டூழியங்களால் பாதிக்கப்பட்டோருக்கும், தப்பிப்பிழைத்தோருக்கும் நீதி கிடைப்பதை உறுதி செய்வதை நோக்கமாகக் கொண்டது. இலங்கையில் தமிழ் மக்கள் மீது போர்க் குற்றங்களையும், மனித இனத்துக்கு எதிரான குற்றங்களையும், இனப்படுகொலையையும் புரிந்தவர்கள் நீதியில் இருந்து தப்பிவிட முடியாது. இன்றைய தீர்மானம் எங்களை அதற்கு ஒரு படி நெருக்கமாகக் கொண்டு செல்கிறது. உயர் ஆணையாளருக்கு வழங்கப்பட்ட புதிய ஆணைக்கு ஒத்துழைக்குமாறு அனைவரையும் நான் ஊக்குவிக்கிறேன். நாம் இலங்கையில் புரியப்பட்ட மீறல்களுக்குப் பொறுப்புக் கூறலைத் தொடர்ந்து கோருவதுடன், இந்த விடயத்தைச் சர்வதேச சமூகத்தின் நிகழ்ச்சி நிரலில் தொடர்ந்து வைத்திருப்போம். ”
Statement on human rights in Sri Lanka by MP Gary Anandasangaree
“The United Nations Human Rights Council Resolution 46/1, passed today in Geneva by a majority of 22 votes in favour, 11 against, and 14 abstentions is an important step forward towards attaining accountability for gross violations of human rights in Sri Lanka. The resolution is recognition of Sri Lanka’s failure to advance accountability. It establishes an additional independent, international, investigation under the auspices of the United Nations High Commissioner for Human Rights. It mandates the High Commissioner to offer strategies for further accountability measures and with regular reporting to Council.
This is the strongest resolution since the UNHRC took up the matter in 2009.
I would like to acknowledge the members of the core group for their hard work, and leadership. Canada’s Mission in Geneva and Colombo, along with Canada’s Foreign Minister Marc Garneau and Parliamentary Secretary Rob Oliphant worked diligently with the Core Group to strengthen and pass the resolution. I thank them for their efforts.
Ultimately, this resolution is about ensuring justice for the victims and survivors of the atrocities committed in Sri Lanka. Those who committed war crimes, crimes against humanity, and genocide against the Tamil people in Sri Lanka cannot, and will not evade justice. The resolution today takes us one step closer. I encourage all to cooperate with the High Commissioner’s new mandate. In this regard, we will continue to seek accountability for violations in Sri Lanka and keep this issue alive on the international agenda. ”
