ஏப்ரல் மாதத்திற்கான வேலை வாய்ப்பற்றோர் விபரங்களைக் கனடா புள்ளி விபரப் பிரிவு (Statistics Canada) வெளியிட்ட போது இந்த உலகத் தொற்று நோயால் கனேடியர்கள் தற்போது துன்பப்படுகிறார்களென்ற, எமக்குத் தெரிந்த விடயத்தையே அது உறுதிப்படுத்தியது. COVID-19ஐ உலகம் எதிர்கொள்ளும் நிலையில் கனேடியர்கள் மட்டும் பாதிக்கப்படவில்லை. வேலை இழந்துள்ள கனேடியர்கள், இந்தப் பிரச்சினையில் இருந்து அவர்களை மீட்பதற்கான திட்டம் ஒன்று இருக்கிறதென்பதை அறிய விரும்புகிறார்கள்.
கனேடிய அரசு தற்போது ஆதரவாக இருப்பதுடன், பொருளாதாரத்தை மீண்டும் பலமாக்குவதிலும் கவனம் செலுத்துகிறது. கனடா அவசர நடவடிக்கைக் கொடுப்பனவை (Canada Emergency Response Benefit (CERB)) 7 மில்லியனுக்கும் அதிகமானோர் பெறுவதாகப் பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ இன்று தெரிவித்தார். கனடா அவசர சம்பள மானியம்(Canada Emergency Wage Subsidy (CEWS)) கடந்த வாரம் ஆரம்பிக்கப்பட்ட பின்னர் வேலை கொள்வோர் ஏறத்தாழ 2 மில்லியன் பணியாளர்களுக்கான மானியத்துக்காக விண்ணப்பித்துள்ளார்கள். மாகாணங்களும் பிராந்தியங்களும் எதிர் வரும் மாதங்களில் படிப்படியாக பொருளாதார செயற்பாடுகளை மீள ஆரம்பிக்கும் போது, CERB இற்கான தேவை குறைவடைந்து, சம்பள மானியம் முக்கிய பங்கை ஆற்றவுள்ளது.
பொருளாதார செயற்பாடுகளை ஊக்குவிக்கும் வகையிலும், மீளத் திறக்கப்படவுள்ள வணிக நிறுவனங்களுக்கு உதவியாகவும் CEWS திட்டத்தை ஜூன் மாதத்தின் பின்னரும் அரசு தொடருமெனப் பிரதம மந்திரி அறிவித்தார். நீடிப்புக் குறித்த மேலதிக விபரங்கள் எதிர்வரும் நாட்களில் அறிவிக்கப்படும். பணியாளர்களை பணி நீக்கம் செய்த வேலை கொள்வோர், அவர்களை மீண்டும் பணியில் இணைக்க வேண்டுமென ஊக்குவிக்கும் அரசு, இதுவரை CEWS இற்கு விண்ணப்பிக்காவிட்டால் Canada.caஇல் விண்ணபிக்குமாறும் கோருகிறது. கனடா அவசர வணிகக் கணக்கு (Canada Emergency Business Account (CEBS)) மூலம் ஐந்து லட்சத்துக்கும் அதிகமான வணிக நிறுவனங்களுக்குக் கடன்களும் வழங்கப்பட்டுள்ளன. நாடெங்கும் உள்ள வேலை கொள்வோர், கனேடியர்களைப் பணியணியில் பேணுவதற்கு CEBA, CEWS ஆகியவற்றின் மூலம் அரசு உதவியளிக்கிறது.
மிக அதிகமான பணியாளர்கள், சிறு வணிக நிறுவனங்கள், குடும்பங்கள், இளையோர் ஆகியோருக்கும், கடுமையாகப் பாதிக்கப்பட்ட சில பிரிவுகளுக்கும் உதவியை வழங்கக் கனேடிய அரசு நடவடிக்கை எடுத்து வருகிறது. புத்தாக்கம், விஞ்ஞானம், தொழற்துறை ஆகியவற்றுக்கான அமைச்சரான நவ்தீப் பெய்ன்ஸ், புதிய தொழிற் துறை மூலோபாய சபை(Industry Strategy Council) ஒன்றை வழி நடத்தவுள்ளார். மொனீக்லெறோவின்(Monique Leroux) தலைமையிலான இந்தச் சபை, உலகத் தொற்று நோய் எவ்வாறு குறிப்பிட்ட தொழிற் பிரிவுகளைப் பாதிக்கிறதெனவும், அவற்றுக்கு எவ்வாறு சிறப்பான உதவியை வழங்கலாமெனவும் விரிவாக ஆராயவுள்ளது. COVID-19 இன் பாதிப்பைச் சமாளிப்பதற்குத் தொழிற்துறையும், அரசும் இணைந்து செயற்படும் பிரத்தியேகமன்றமாக இது விளங்கும்.
கனேடிய பாரம்பரிய அமைச்சர் கில்போ (Guilbeault) கலாச்சார, பாரம்பரிய, விளையாட்டுத் துறை அமைப்புக்களுக்கென ஏற்கனவே அறிவிக்கப்பட்ட 500 மில்லியன் டொலர் நிதியம் குறித்த மேலதிக விபரங்களை இன்று வெளியிட்டார். கலாச்சார, விளையாட்டுத்துறை அமைப்புக்களுக்கு நிதியை வழங்குவதற்கு ஏற்ற வகையில் இன்று முதல் பங்காளி அமைப்புக்கள் தொடர்பு கொள்ளப்படும். Canadian Heritage அமைப்பு ஏற்கனவே உள்ள வழிகளைப் பயன்படுத்தி இயலுமான விரைவில் பணத்தை வழங்குவதற்காக, Canada Council for the Arts, Canada Media Fund, FACTOR, Musicaction மற்றும் Telefilm Canada ஆகிய அதன் பங்காளிகளுடன் நெருக்கமாகச் செயலாற்றுகிறது.
Updated Emergency Measures by the Canadian Federal Government on May 8th
As Statistics Canada released the latest numbers on unemployment rates for April, the numbers share what is already known – that right now, Canadians are hurting because of this pandemic.
Canadians aren’t alone in this, as the world faces COVID-19. Canadians who are out of work want to know there is a plan to help them get through this. The Canadian government is here to support through this time and focussed on a strong return of the economy.
Prime Minister, Justin Trudeau , today stated that more than 7 million people are getting the Canada Emergency Response Benefit (CERB). Since the launch of the Canada Emergency Wage Subsidy (CEWS) last week, employers have applied for subsidies for almost 2 million workers. As provinces and territories start to gradually reopenover the coming months, and the CERB becomes needed less and less, this subsidy will play an even greater role.
The Prime Minister announced that to help kick-start the economy and support businesses who will be reopening, the government will be extending the CEWS beyond June. More details about the extension will be announced in the coming days. Employers who have laid-off employees are encouraged to rehire them, and to apply for CEWS at Canada.ca if they have not already done so. Over half a million businesses have also been provided loans through the Canada Emergency Business Account. Between the CEBA and CEWS, the government is helping employers across the country keep Canadians on the job.
The government of Canada is working to get help to as many workers, small businesses,families, and young people as possible, including some sectors that have been hit especiallyhard. Minister of Innovation, Science and Industry, Minister NavdeepsBains, will be leading a new Industry Strategy Council. Chaired by Monique Leroux, this Council will take a deeper dive into how the pandemic is affecting specific sectors, and how to best support them. This will be a dedicated forum for industry and government to come together on tackling the effects of COVID-19.
Minister of Canadian Heritage, Minister Guilbeault also shared further details today regarding the previously announced $500 million Emergency Support Fund for Cultural, Heritage and Sport Organizations. Starting today, partner organizations will be contacted so that funds can begin to flow to cultural and sport organizations. Canadian Heritage is working closely with its partners – in particular, the Canada Council for the Arts, the Canada Media Fund, FACTOR, Musicaction, and Telefilm Canada – to distribute the funds as quickly as possible using existing channels.
