‘கறுப்பு ஜூலை’ எப்போது மறக்கப்படக் கூடாது எனவும் அந்தக் கொடூரம் மீண்டும் ஒருபோதும் நிகழவும் கூடாது எனவும் அமைச்சர் ஹரி ஆனந்தசங்கரி தெரிவித்தார்.
கறுப்பு ஜூலையின் 43-வது நினைவு தினத்தை முன்னிட்டு கனடிய அரசாங்கத்தின் பொதுமக்கள் பாதுகாப்பு அமைச்சரும் Scarborough-Guildwood-Rouge Park தொகுதியின் நாடாளுமன்ற உறுப்பினருமான ஹரி ஆனந்தசங்கரி அறிக்கை ஒன்றை வெளியிட்டுள்ளார்.
கறுப்பு ஜூலை ஒரு திட்டமிடப்பட்ட அரசின் ஆதரவு பெற்ற வன்முறையாகும் என தனது அறிக்கையில் குறிப்பிட்ட அவர், இன்று வரை அதற்கு எவரும் பொறுப்பாக்க படவில்லை எனவும் தெரிவித்தார்.
‘கறுப்பு ஜூலை’ நிகழ்வுகளின் எதிரொலியாக, கனடிய அரசாங்கம் ஒரு சிறப்பு நடவடிக்கை திட்டத்தை உருவாக்கி, 1,800-க்கும் மேற்பட்ட தமிழ் அகதிகளை வரவேற்றதாயும் அமைச்சர் ஹரி ஆனந்தசங்கரி தனது அறிக்கையில் குறிப்பிட்டார்.
இலங்கைத்தீவில் தமிழர்களுக்கு எதிரான இனப்படுகொலையை கனடிய நாடாளுமன்றம் May 18 2023-இல் அங்கீகரித்தது என நினைவு படுத்திய அந்த அறிக்கை, இலங்கையில் பொறுப்புக்கூறலையும் நீதியையும் வலியுறுத்தும் ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையின் முக்கிய குழுவில் கனடா தொடர்ந்து உறுப்பினராக உள்ளதையும் குறிப்பிட்டுள்ளது.

“Today we remember Black July.
43 years ago, anti-Tamil pogroms swept Colombo, Sri Lanka. Thousands were killed, and countless homes and businesses were destroyed. Lives were forever changed. This was premeditated state-backed violence, and to this day, no one has been held accountable.
In response to Black July, the Canadian government established a Special Measures program, welcoming over 1,800 Tamil refugees. Many of those survivors, their children and grandchildren, are now our neighbours here in Scarborough-Guildwood-Rouge Park, and across Canada. Tamil Canadians have built businesses, raised families, and strengthened our communities and country.
We honour those who were lost, and stand with the survivors who carry the burden of history every day.
On May 18, 2023, the Canadian Parliament recognized what happened to Tamils in Sri Lanka as a genocide. Canada remains a member of the core group at the United Nations Human Rights Council seeking accountability and justice in Sri Lanka.
Black July must never be forgotten, and it must never happen again.”
