இலங்கை அரசு, ஐக்கிய நாடுகளின் 2012 ஆம் ஆண்டின் ஒழுங்குமுறை 1 இன் ஒழுங்குமுறை 4(7) இன் கீழ் பட்டியலிட்டோர் தொடர்பாக Scarborough-Rouge Park நாடாளுமன்ற உறுப்பினர் ஹரி ஆனந்தசங்கரி வெளியிட்ட அறிக்கை
“இலங்கை அரசு 2021 February 25 ஆந் திகதியிட்ட வர்த்தமானியில் பிரசுரித்த பட்டியலிடப்படுவோரின் பட்டியல் எனக்குத் திகைப்பை ஏற்படுத்தியுள்ளது.
இந்தப் பட்டியலில் தமிழ்க் கனேடிய அமைப்புக்கள் சிலவும், Scarborough-Rouge Park தொகுதியில் வசிப்போர் உட்படத், தனிநபர்களின் பெயர்களும் அடங்கியுள்ளன. இலங்கைத்தீவில் முன்னர் இடம்பெற்ற மற்றும் தற்போதும் தொடரும் மனித உரிமை மீறல்களைப் புலம்பெயர் தமிழர்கள் – குறிப்பாகத் தமிழ்க் கனேடியர்களும், அமைப்புக்களும் – விமர்சிக்காதிருக்க அவர்களை மௌனமாக்குவதே இந்தத் தான்தோன்றித்தனமான பட்டியலின் நோக்கம்.
இந்தப் பட்டியல் அதில் இணைக்கப்பட்டவர்களின் குடும்ப உறுப்பினர்களுக்கு ஆபத்தை ஏற்படுத்துவதுடன், பட்டியலில் இருப்போரின் உரிமைகளையும், சுதந்திரங்களையும் இடருக்குள்ளாக்குகிறது. சர்வதேச மனிதாபிமானச் சட்டத்தின் முன்னைய மற்றும் தொடரும் மீறல்களுக்கான பொறுப்புக்கூறலை வழங்கத் தவறியமைக்காக இலங்கையைக் கவனத்தில் கொண்டிருப்பதை ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவை அறிவித்த ஒருசில நாட்களில் இந்தப் பட்டியல் வெளியிடப்பட்டமை தற்செயலானதல்ல.
இலங்கையில் 2009 ஆம் ஆண்டில் ஆயுதப்போரின் முடிவின்போது வகித்த பங்குக்காகப் போர்க்குற்றச்சாட்டுக்களை எதிர்கொள்ளும் ஓய்வுபெற்ற ஜெனரல் கமல் குணரட்ன என்பவர் இந்தப் பட்டியலிடுதலை செயற்படுத்தியமை முரண்நகையாக அமைகிறது.
ஐக்கிய நாடுகள் மனித உரிமைகள் பேரவையில் அடைந்த தோல்வியில் இருந்து கவனத்தைத் திசைதிருப்புவதற்கான இலங்கை அரசின் தீயநோக்குள்ள செயலாக இது அமைகிறது. மாற்றுக் கருத்துக் கொண்டோருக்கு எதிரான இந்த நடவடிக்கை நேர்மையான சில தமிழ் அமைப்புக்களையும், தமிழ்க் கனேடியர்களையும் களங்கப்படுத்துவது வருத்தமளிக்கிறது. பட்டியலிட்ட நடவடிக்கையை முற்றாக மீளப்பெறுமாறு நான் வலியுறுத்துவதுடன், பட்டியலிடப்பட்டோரின் இலங்கைத் தீவில் வசிக்கும் குடும்ப உறுப்பினர்களின் பாதுகாப்பை உறுதிப்படுத்துமாறு இலங்கையிடம் கோருகிறேன்.
பட்டியலிடப்பட்டமையால் பாதிக்கப்பட்ட அனைவரிடமும் இலங்கை மன்னிப்புக் கோருவதும் அவசியமானது.
Statement by Gary Anandasangaree, Member of Parliament for Scarborough-Rouge Park, on the “List of Designated Persons under Regulation 4(7) of the United Nations Regulations No. 1 of 2012” by the Government of Sri Lanka.
“I am dismayed at the list of designated persons published by the Gazette of the Government of Sri Lanka dated February 25, 2021.
The list comprises several Tamil-Canadian organizations, as well as names of individuals, including those who reside in Scarborough-Rouge Park. This is an arbitrary list meant to silence the Tamil diaspora, and in particular, Tamil Canadians and organizations, from actively criticizing past, and ongoing violations of human rights on the island.
This list endangers the family members of those who have been designated, and jeopardizes the rights and freedoms of those who are on the list. It is no coincidence that this list was published within days of Sri Lanka being put on notice by the United Nations Human Rights Council for its failure to address accountability for past and ongoing violations of international humanitarian law. Ironically, the designation was executed by retired General Kamal Gunaratne, an individual who is accused of war crimes for his role in the end of the armed conflict in Sri Lanka in 2009.
This is a cynical move by the Sri Lankan state to subvert attention on its failure at the United Nations Human Rights Council.
Regrettably, it tarnishes several upstanding Tamil organizations, and Tamil-Canadians, in a political witch hunt. I demand the full retraction of the designation and call upon Sri Lanka to ensure the safety and security of the family members designated who continue to live on the island. It is also imperative that Sri Lankan government apologizes to those who are affected by the listing.”
