கனடிய அரசின் அவசர நடவடிக்கைகளில் May மாதம் 13ஆந் திகதி புதிதாக அறிவிக்கப்பட்டவை | (English version below)

கனேடியர்களைப் பாதுகாப்பாகவும் ஆரோக்கியமாகவும் பேணுவதற்குக் கோவிட்-19 வைரஸக்கு எதிரான நோயெதிர்ப்பு சக்தியையும், வைரஸ் எவ்வாறு பரவுகிறதென்பதையும் புரிந்து கொள்வது இன்றியமையாதது. கோவிட்-19 இற்கான பிற பொருள் எதிரிகளைக் (antibodies) கண்டு பிடிப்பதற்கான முதல் குருதித் திரவவிழைய (serological) பரிசோதனைக்கு ஹெல்த் கனடா அங்கீகாரம் வழங்கியுள்ளதாகப் பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ இன்று அறிவித்தார். இது கோவிட்-19 நோயெதிர்ப்பு சக்திச் செயலணியின் பணிக்கு இன்றியமையாது. ஒருவரது இரத்தத்தில் கோவிட்-19 இற்கான பிற பொருள் எதிரிகள் உள்ளனவாவெனக் கண்டறிவதற்கான பாதுகாப்பான, அங்கீகாரமளிக்கப்பட்ட பரிசோதனை ஒன்று தற்போது இந்தச் செயலணியிடம் உள்ளது.

இந்த நெருக்கடியின் மத்தியிலும் வணிக நிறுவனங்கள் தொடர்ந்து செயற்படுவதற்கு உதவியான நடவடிக்கைகளைக் கனேடிய அரசு கடந்த சில வாரங்களில் அறிவித்துள்ளது. கனடா அவசர வணிகக் கணக்கு மூலம் ஐந்து லட்சத்துக்கும் அதிகமான சிறு வணிக நிறுவனங்கள் கடன்களைப் பெற்றுள்ளதுடன், ஏறத்தாழ இரண்டு மில்லியன் பணியாளர்களுக்குக் கனடா அவசர சம்பளமானியத்தைப் பெறுவதற்கு 120,000 இற்கும் அதிகமான வேலை கொள்வோர் அங்கீகரிக்கப்பட்டுள்ளார்கள்.

உல்லாசப் பயணத் தொழிற்துறை, பருவகால தொழிற்துறைகள் உள்ளடங்கலாக, பிராந்திய வணிக நிறுவனங்களுக்கான குறிப்பான உதவித் திட்டங்களையும் அரசு அறிவித்துள்ளது. புதிதாக உருவாக்கப்பட்ட ஒரு பில்லியன் டொலர் பிராந்திய உதவி மற்றும் மீட்பு நிதியம் (Regional Relief and Recovery Fund) பிராந்திய வணிக நிறுவனங்களுக்குத் தேவைப்படும் உதவி இந்த நேரத்தில் கிடைப்பதை உறுதி செய்யும். இந்த நிதி ஆறு பிராந்திய அபிவிருத்தி முகவரகங்களின் ஊடாக வழங்கப்படுவதுடன், அதில் ஒரு பகுதிCommunity Futures Network இன் மூலம் கிராமப்புறங்களிலும், தொலை தூரப் பகுதிகளிலும் உள்ள வணிக நிறுவனங்களுக்கு உதவியாகவும் வழங்கப்படும். இந்தப் பணத்தை Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, FedDev Ontario, FedNor, Western Economic Diversification Canada, CanNor ஆகிய ஆறு பிராந்திய அபிவிருத்தி முகவரகங்களும் விநியோகிக்கவுள்ளன.

சம்பள மானியம் (CEWS), அவசர வணிகக் கணக்கு (CEBA) போன்ற ஏனைய திட்டங்களுக்குத் தகுதி பெறாத, ஆனால் சவால்களை எதிர் கொள்ளும் வணிக நிறுவனங்கள் பிராந்திய அபிவிருத்தி முகவரகங்களிடம் நேரடியாக உதவியைக் கோரலாம்.

சில வாரங்களுக்கு முன்பு அறிவிக்கப்பட்ட கனடா மாணவர் அவசர கொடுப்பனவுக்கு (Canada Emergency Student Benefit (CESB)) எதிர்வரும் 15 ஆந் திகதி வெள்ளிக் கிழமை முதல் விண்ணப்பங்கள் ஏற்றுக் கொள்ளப்படுமெனவும் பிரதம மந்திரி அறிவித்தார். விண்ணப்பிக்கத் திட்டமிட்டுள்ள மாணவர்களும், அண்மையில் பட்டம் பெற்றவர்களும் வெள்ளிக் கிழமை முதல் கனடா வருமானவரி முகவரகத்தின் (Canada Revenue Agency) இணையத்தளத்தில் அவர்களது MyAccount கணக்கின் ஊடாக விண்ணப்பிக்கலாம்.

CESB பெறத் தகுதியுள்ள மாணவர்களுக்கு மாதமொன்றுக்கு 1250 டொலரும், தங்கிருப்போரைக் கொண்ட தகுதியுள்ள மாணவர்களுக்கும், மாற்று வலுக் கொண்ட தகுதியுள்ள மாணவர்களுக்கும் மாதமொன்றுக்கு 2000 டொலரும் வழங்கப்படும். இந்தக் கொடுப்பனவு 2020 ஆம் ஆண்டு மேயில் இருந்து ஓகஸ்ட் வரை வழங்கப்படும்.

Updated Emergency Measures by the Canadian Federal Government on May 13th 

To keep Canadians safe and healthy, it remains crucial to understand immunity against the COVID-19 virus and how it spreads. Prime Minister, Justin Trudeau, today announced that Health Canada has now authorized the first serological test for COVID-19 antibodies. This is a critical step for the work of the COVID-19 Immunity Task Force, which now has a safe and approved test that can detect antibodies specific to COVID-19 in an individual’s blood.

Over the past few weeks, the Government of Canada has unveiled a number of measures to help businesses stay afloat during the crisis. So far, more than half a million small businesses have received a loan through the Canada Emergency Business Account; and over 120,000 employers have been approved to receive the Canada Emergency Wage Subsidy for almost two million workers.

The government has also announced more targeted support for regional businesses, including those operating in the tourism sector and seasonal industries. A newly created $1 billion Regional Relief and Recovery Fund will ensure that regional businesses are getting the support that they need during this time.The funding will flow through the six Regional Development Agencies, with a portion dedicated to the Community Futures Network to assist businesses in rural and remote regions. The six Regional Development Agencies that will direct the funds are:

The Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, FedDev Ontario, FedNor, Western Economic Diversification Canada, and CanNor. Businesses that are struggling but did not qualify for other programs like the wage subsidy (CEWS) or the emergency business account (CEBA),can connect directly with the Regional Development Agencies for support.

The Prime Minister also announced that the Canada Emergency Student Benefit (CESB), which was launched a few weeks ago, will be open for application starting Friday, May 15. Students and recent graduates looking to apply can do so starting friday through their MyAccount on the Canada Revenue Agency website.

The CESB will provide eligible students $1250 per month or $2,000 per month for eligible

students with dependents or disabilities. This benefit would be available from May to August

2020.
