இந்த நிச்சயமற்ற காலத்தில் கனேடியர்கள் நல்ல, உயர் தரமான, ஊட்டச்சத்துள்ள உணவைப் பெறக் கூடியதாக இருப்பது முன்னரை விட மிகவும் முக்கியமானது. இதனாலேயே கனேடியர்கள்அ வர்களையும் அவர்களது குடும்பங்களையும் ஆரோக்கியமாக வைத்திருப்பதற்குத் தேவையான உணவை வழங்கும் விவசாயிகளுக்கும், வணிக நிறுவனங்களுக்கும் உதவியளிப்பதற்கான நடவடிக்கைகளைக் கனேடிய அரசு எடுத்துவருகிறது.
பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ, விவசாயத் திட்டங்களில் முக்கியமான நடவடிக்கைகளையும், பாதுகாப்பானதும், நம்பகத்தன்மையுள்ளதுமான உணவு விநியோகத்தை உறுதி செய்வதன் மூலம் கனேடியர்களுக்கு ஒவ்வொருநாளும் இன்றியமையாத சேவையை வழங்கும் விவசாயிகள், உணவு வணிகத்தினர், உணவு பதப்படுத்துவோர் ஆகியோருக்கு உதவியாக 252மில்லியன் டொலரிலும் அதிகமான பணத்தை முதலிடுவதாகவும் இன்று அறிவித்தார். இந்தத் துறைகள் மேலும் 200 மில்லியன் டொலர் கடன் பெறுவதற்கான வசதியைப் பரிந்துரை செய்யத் திட்டமிட்டுள்ளதாகவும் அவர் அறிவித்தார்.
விவசாயிகள், கால் நடை வளர்ப்போர், விவசாய உற்பத்தியாளர்கள், உணவு பதப்படுத்துவோர் ஆகியோருக்கு நேரடியாக உதவிகளை வழங்குவதற்காகக் கனேடிய அரசு பின்வரும் நடவடிக்கைகளை எடுக்கவுள்ளது:
- உணவு பதப்படுத்துவோர் சுகாதார நடைமுறைகளைப் பின்பற்றுவதற்கு உதவியாக அதிக தனி நபர் பாதுகாப்புக் கருவிகளைப் பெற்றுக் கொள்வதற்கென 77.5 மில்லியன் டொலர் அவசர பதப்படுத்தல் நிதியத்தை (Emergency Processing Fund) உருவாக்குதல்.
- உணவு உற்பத்தியாளர்கள் கோவிட்-19 காரணமாக எதிர் கொள்ளும் மேலதிக செலவினத்தைச் சமாளிப்பதற்காக 125 மில்லியன் டொலர் வரையான தேசிய விவசாய மீட்சி உதவியை (AgriRecovery) வழங்குதல்.
- உணவு விரயத்தைத் தவிர்ப்பதற்காக பாலாடைக் கட்டி (cheese), வெண்ணெய் (butter) ஆகியவற்றைத் தற்காலிகமாகச் சேகரித்து வைப்பதற்கு ஏற்படும் செலவினத்தைச் சமாளிப்பதற்காக கனேடிய பாற்பொருள் ஆணைக்குழு (Canadian Dairy Commission) பெறக் கூடிய கடன்களின் அளவை 200 மில்லியன் டொலரால் அதிகரித்தல்.
- ஏற்கனவே தயாரானதும் விற்பனை செய்யப்படாததுமான கையிருப்பை, நலி வடைந்த கனேடியர்களுக்கு உதவியளிக்கும் உள்ளுர் உணவு அமைப்புகளுக்கு மீள் விநியோகம் செய்வதற்காக, முதன் முறையாக மிகை உணவுக் கொள்வனவுத் திட்டத்தை (Surplus Food Purchase Program) 50 மில்லியன் டொலர் ஆரம்ப முதலீட்டுடன் ஆரம்பித்தல். உருளைக் கிழங்கு, கோழி இறைச்சி போன்ற பொருட்கள் இதில் உள்ளடக்கப்படலாம்.
- கணிசமான வருமானக்குறைவை எதிர் கொள்ளும் உற்பத்தியாளர்களுக்கு உதவியளிக்கும் AgriStability என்ற சமஷ்டி, மாகாண மற்றும் பிராந்திய திட்டத்தின் கீழ் வழங்கப்படும் இடைக் கால கொடுப்பனவுகளை 50 சத வீதத்தில் இருந்து 75 சத வீதமாக அதிகரிப்பதற்கு மாகாணங்களுடனும், பிராந்தியங்களுடனும் சேர்ந்து செயற்படுகிறது. இந்த மாற்றம் சில மாகாணங்களில் ஏற்கனவே நடைமுறைப்படுத்தப்பட்டுள்ளது.

Updated Emergency Measures by the Canadian Federal Government on May 5th
In uncertain times, it is more critical than ever for Canadians to have access to good, highquality, and nutritious food. That is why the Government of Canada is taking steps to supportthe farmers and businesses who provide Canadians with the food they need to keep themselves and their families healthy.
The Prime Minister, Justin Trudeau, today announced important measures within agriculture programs and an investment of more than $252 million to support farmers, food businesses, and food processors who provide essential services to Canadians every day by ensuring a safe and reliable food supply. He also announced that the government intends to propose an additional $200 million in borrowing capacity for the sector.
The Government of Canada will provide targeted support to farmers, ranchers, agricultural producers, and food processors by:
- Creating a $77.5 million Emergency Processing Fund to help food producers access more personal protective equipment (PPE) and adapt to health protocols;
- Launching a national AgriRecovery initiative of up to $125 million in funding to help producers faced with additional costs incurred by COVID-19.
- Announcing the intention to increase the Canadian Dairy Commission’s borrowing limit by $200 million to support costs associated with the temporary storage of cheese and butter to avoid food waste;
- Launching a first-ever Surplus Food Purchase Program with an initial $50 million fund designed to help redistribute existing and unsold inventories, which could include products such as potatoes and poultry, to local food organizations who are serving vulnerable Canadians.
- Working with provinces and territories to increase interim payments from 50 per cent to 75 per cent through AgriStability, a federal, provincial and territorial program that supports producers who face significant revenue declines. This change has already been enacted in some provinces.
- Working with provinces and territories to explore possibilities for expanding the AgriInsurance program to include labour shortages as an eligible risk for the horticulture sector. This work with provincial and territorial partners would insure against lost production due to an insufficient workforce, should producers be unable to find enough labour to harvest.
The Government of Canada recognizes all workers across the food supply chain who provide an essential service to Canada. The government will continue to monitor and respond to the wide-ranging impacts of COVID-19, and take additional actions as needed to protect the health and safety of Canadians, and stabilize the economy.
