கனடா அவசர நடவடிக்கைக் கொடுப்பனவுக்கான (Canada Emergency Response Benefit (CERB)) விண்ணப்பங்கள் இணையம், தொலைபேசி ஆகியவற்றின் ஊடாக ஏற்றுக் கொள்ளப்படுவது இன்று(திங்கள்) காலை ஆறு மணிக்கு ஆரம்பமாகியது. இன்று காலை கனடியர்களுக்கு உரையாற்றிய பிரதமர் ஜஸ்ரின் ட்ரூடோ, நான்கு மணி நேரத்தினுள் 240,000 க்கும் அதிகமான கனடியர்கள் இந்தக் கொடுப்பனவுக்காக வெற்றிகரமாக விண்ணப்பித்துள்ளதாக அறிவித்தார். ஜனவரி, ஃபெப்ரவரி, மார்ச் ஆகிய மாதங்களில் பிறந்தவர்கள் இன்று விண்ணப்பிக்கக் கூடியதாகவும், ஏனைய மாதங்களில் பிறந்தோர் வாரத்தின் ஏனைய நாட்களிலும் விண்ணப்பிக்கக் கூடியதாகவும் இருக்கும்.
கனடியர்களில்; சில மில்லியன் பேருக்கு CERB கொடுப்பனவுகளை வழங்கும் நடவடிக்கை இந்த வாரத்தில் ஆரம்பமாகினாலும், மேலும் பலர் இதற்குத் தகுதி பெறமாட்டார்களெனப் பிரதமர் ஏற்றுக் கொண்டுள்ளார். பணி நேரம் குறைக்கப்பட்டுள்ள பணியாளர்கள், வேலையில் தொடர்ந்தாலும் CERB கொடுப்பனவை விடக் குறைந்த பணத்தைப் பெறும் அத்தியாவசிய பணியாளர்கள், கோடைகால வேலை வாய்ப்புக் குறித்துக் கவலை கொண்டிருக்கும் உயர் கல்வி மாணவர்கள் ஆகியோருக்கு விரைவில் மேலதிக உதவிகள் குறித்து அறிவிக்கப்படுமென அவர் உறுதியளித்தார்.
75 சதவீத கனடா அவசரகால சம்பள மானியத்தை முன்னெடுப்பதற்கான சட்ட மூலத்தை அரசு தயாரித்து வருகிறதெனவும், நாடாளுமன்றத்தை இயலுமான விரைவில் மீளவும் கூட்டுவதற்கு ஏனைய கட்சிகளைத் தொடர்பு கொண்டுள்ளதாகவும் பிரதமர் அறிவித்தார்.
COVID-19 நெருக்கடியால் நிதிப் பிரச்சினையை எதிர்கொள்ளும் கனடியர்களுக்கு உதவியாக, கடன் அட்டைகளின் வட்டி வீதங்களை ஏறத்தாழ அரைப் பங்காகக் குறைப்பதற்கு ஆறு பிரதான வங்கிகளுடனும், சில கூட்டுறவு வங்கிகளுடனும் (credit union) சமஷ்டி அரசு இணக்கம் கண்டுள்ளது. இந்த இணக்கங்களை ஏற்படுத்துவதில் முக்கிய பங்காற்றிய நிதியமைச்சர் பில்மோர்னோ (Bill Morneau) இது குறித்த மேலதிக விபரங்களை வெளியிடுவார்.
கனடிய வணிக சம்மேளனம், கனேடிய அரசுடன் இணைந்து ஆரம்பித்துள்ள Canadian Business Resilience Network என்ற புதிய முயற்சியையும் பிரதமர் ட்ரூடோ நினைவுபடுத்தினார். இந்தக் கடுமையான காலத்தைச் சமாளிப்பதற்கும், நெருக்கடி முடிவடைந்ததும் பொருளாதார மீட்சியைத் தூண்டுவதற்கும் இந்த முயற்சி அனைத்து அளவுகளையும் உடைய வணிக நிறுவனங்களுக்கும் உதவியளிக்கும்.
அனைத்துக் கனடியர்களும் அவர்களது அன்புக்குரியோரையும், முன் வரிசைப் பணியாளர்களையும் பாதுகாப்பாக வைத்திருப்பதற்குத் தேவையான நடவடிக்கைகளை எடுக்க வேண்டுமெனப் பிரதமர் மீண்டும் கேட்டுக் கொண்டார். 16 பேர் மரணமான ஹம்போல்ட் புறொங்கோஸ் (Humboldt Broncos) வாகன விபத்தின் இரண்டாவது ஆண்டை நினைவு கூர்ந்த அவர், கனடியர்கள் மாறும் நிலைமைகளை எதிர் கொள்ளக்கூடியோரெனவும், பலமானவர்களெனவும், இருள் சூழ்ந்த நிலையில் இருந்து மீள்வதற்கு ஒற்றுமையாக இருப்பார்களெனவும் நினைவுபடுத்தினார்.
Updated Emergency Measures by the Canadian Federal Government on April 6th
As of today (Monday0 at 6 am, the Canada Emergency Response Benefit (CERB) has been open for application both online and via telephone.
Addressing Canadians this morning, Prime Minister Justin Trudeau announced that within just 4 hours up to 240,000 Canadians had successfully applied for the benefit. Applicants born in January, February and March are able to apply today, and the application will be available on other days of the week of other applicants.
Even as CERB payments roll out this week to millions of Canadians, the Prime Minister acknowledged that the current system means that many still do not qualify to apply. He committed that workers who are facing reduced hours, essential workers who are working but getting less income than CERB payments and post-secondary students concerned about summer job prospects will have more support coming their way soon.
The Prime Minister also announced that the government is drafting the legislation to move forward on the 75% Canada Emergency Wage Subsidy, and are working with other parties to reconvene the Parliament as quickly as possible.
To help Canadians facing financial difficulty due to the COVID-19 crisis, the federal government has reached an agreement with the six majors and certain credit unions to cut credit card interest rates almost in half. Minister Bill Morneau, Minister of Finance, was instrumental in these agreements, and will be providing more details on this.
Prime Minister Trudeau also recognized a new initiative the Canadian Chamber of Commerce launched in partnership with the Canadian government – the Canadian Business Resilience Network. This initiative has been designed to help businesses of all sizes not only to get through this tough period, but drive to economic recovery once the crisis is over.
The Prime Minister once again reminded all Canadians to do their part to keep loved ones and frontline workers safe. He also recognized the 2 year anniversary of the Humboldt Broncos crash where 16 lives were lost, and reminded that Canadians are resilient and strong and will stand united to get through dark times.
