கனேடியர்கள் கோவிட் – 19 இன் பாதிப்பின் விளைவுகளின் மத்தியில், அவர்களது வேலை வாய்ப்புக்களைப் பாதுகாப்பதிலும், கொடுப்பனவுகளை மேற்கொள்வதிலும் (pay bills) கவனம் செலுத்துகிறார்கள். இதன் காரணமாகவே இந்தச் சவாலான நேரத்தில் வணிக நிறுவனங்களுக்கு உதவியளிக்கும் திட்டத்தில் கனேடிய அரசு வேலை வாய்ப்புக்களுக்கும், தொழிலாளர்களுக்கும் முக்கியத்துவம் வழங்குகிறது.
சிறு வணிக நிறுவனங்களுக்கான கனடா அவசர வணிக வாடகை உதவித் (Canada Emergency Commercial Rent Assistance (CECRA) திட்டத்திற்கான விண்ணப்ப ஆவணங்களும், அதற்கான மேம்படுத்தப்பட்ட தகைமைகளும் தற்போது இருப்பதாகவும், இந்தத் திட்டத்திற்கான விண்ணப்பங்கள் மே 25 ஆந் திகதி முதல் ஏற்றுக் கொள்ளப்படுமெனவும் பிரதம மந்திரி ஜஸ்ரின் ட்ரூடோ இன்று அறிவித்தார்.
தொழிலாளர்களின் வேலை வாய்ப்புகளைப் பாதுகாப்பதற்காகக் கனேடிய அரசு CECRA திட்டத்தை நடைமுறைப்படுத்துவதற்கு அனைத்து மாகாணங்களினதும், பிராந்ததியங்களினதும் அரசுகளுடன் கடந்த மாதம் கொள்கை அளவில் இணக்கம் கண்டது. இந்தத் திட்டம் வணிகச் சொத்துக்களின் உரிமையாளர்களுக்குத் தள்ளுபடி செய்யப்படக் கூடிய கடன்களை வழங்கும்.
அவர்கள் பதிலுக்கு வணிகச் சொத்துக்களை வாடகைக்குப் பெற்ற சிறு வணிக நிறுவனங்களுக்கு ஏப்ரல், மே (ஆகிய மாதங்களுக்கும் பொருந்தும்) மற்றும் ஜூன் மாதங்களுக்கான வாடகையில் ஆகக் குறைந்தது 75 சத வீதம் வரையான குறைப்பை மேற்கொள்வார்கள்.
இந்தச் சவாலான கால கட்டத்தில் சிறு வணிக நிறுவனங்களும், அவற்றின் பணியாளர்களும் சவால்களை வெல்வதற்குச் சொத்துக்களின் உரிமையாளர்கள் பங்களிப்பதற்கு இந்தத் திட்டம் வாய்ப்பளிக்கிறது. விண்ணப்பிப்பதற்கான ஆவணங்கள் Canada Mortgage and Housing Corporation இன் இணையத்தளத்தில் வெளியிடப்பட்டுள்ளன. மே 25 முதல் விண்ணப்பங்கள் இந்த இணையத்தளத்தில் ஏற்றுக் கொள்ளப்படும்.
கனேடியர்கள் மீண்டும் வேலைக்குத் திரும்புவதற்கு உதவியாகச் செயற்படுத்தப்படும் பல திட்டங்களில் CECRAவும் ஒன்று. சிறு வணிக நிறுவனங்கள் பணியாளர்களை மீண்டும் இணைத்துக் கொள்வதற்கு கனடா அவசர சம்பள மானியத்தையோ, புதிய யதார்த்தங்களுக்கு ஏற்றவாறாக மாறிக் கொள்வதற்கு கனடா அவசர வணிகக் கணக்கு மூலமான கடனையோ பயன்படுத்தலாம். ஏனைய உதவிகளைப் பெறத் தகுதி பெறாத வணிக நிறுவனங்கள் அவற்றின் பிராந்திய மேம்பாட்டு முகவரகத்தைத் (Regional Development Agency) தொடர்பு கொள்ளலாம். வணிக நிறுவனங்களுக்கு உதவியளிப்பதற்கென இவற்றுக்கு அதிக பணம் வழங்கப்பட்டுள்ளது. வணிக நிறுவனங்களுக்கான அனைத்து உதவிகளும் Canada.ca இணையப் பக்கத்தில் இடம் பெற்றுள்ளன.
நாட்டின் மிகப் பெரும் வேலை கொள்வோருக்கு இடைக் காலத்தைச் சமாளிப்பதற்கான கடன்களை வழங்கும் Large Employer Emergency Financing Facility திட்டத்திற்கான விண்ணப்பங்கள் இன்று முதல் ஏற்றுக் கொள்ளப்படுகின்றன. இந்தக் கடன்கள் Innovation, Science and Economic Development Canada வினதும், Department of Finance இனதும் ஒத்துழைப்புடன் Canada Development Investment Corporation இன் ஊடாக வழங்கப்படும். விண்ணப்ப நடைமுறை குறித்த மேலதிக தகவல்களை வணிக நிறுவனங்கள் cdev.gc.ca என்ற இணையத்தளத்தில் அறிந்து கொள்ளலாம்.
இன்று கனடா முழுவதிலும் உள்ள குடும்பங்கள் கனடா சிறுவர் உதவிக் கொடுப்பனவைப் பெறுகிறார்கள். இம் முறை ஒரு பிள்ளைக்கு 300 டொலர் மேலதிகமாக வழங்கப்படுகிறது. பிள்ளைகளுள்ள பெற்றோருக்கு, மிகக் கடினமான இந்த நேரத்தில் இந்தப் பணம் உதவியாயிருக்கும்.
சில வாரங்களுக்கு முன்பு அறிவிக்கப்பட்ட அவசர சமூக உதவிநிதியத்தில்(Emergency Community Support Fund) உதவி பெறுவதற்குச் சமூக அமைப்புக்கள் தற்போது விண்ணப்பங்களைச் சமர்ப்பிக்கலாம். கோவிட்-19 உலகத் தொற்றுநோய் வேளையில் நலிவடைந்த கனேடியர்களுக்கு உதவியாகக்கடுமையாக உழைக்கும் அமைப்புகளுக்கு அவசரசமூக உதவிநிதியம்350 மில்லியன் டொலரை வழங்கும். கனேடியஅரசின் நிதிஉதவிகனேடிய செஞ்சிலுவைச்சங்கம், Community Foundation of Canada மற்றும் United Way Canada ஆகிய மூன்று கனேடிய அமைப்புக்களின் ஊடாக வழங்கப்படும். உதவி கோரி விண்ணப்பிக்கத்திட்டமிடும் அமைப்புக்கள், இந்த மூன்று அமைப்புகளின் இணையத்தளங்களின் ஊடாக விண்ணப்பிக்கலாம்.
Updated Emergency Measures by the Canadian Federal Government on May 20th
Canadians are focused on keeping their jobs and paying their bills, as they continue to deal with the impacts of COVID-19. That’s why the Government of Canada has put jobs and workers first, in our approach to support businesses during this challenging time.
The Prime Minister, Justin Trudeau, today announced that application documents and updated criteria for Canada Emergency Commercial Rent Assistance (CECRA) for small businesses are now available, and that the program will be opened for applications beginning on May 25.
To safeguard workers’ jobs the Government of Canada reached an agreement in principle last month with all provinces and territories to implement CECRA. This program will provide forgivable loans to eligible commercial property owners, who in turn will give a rent reduction of at least 75 per cent for April and May (retroactive), and June, to their small business tenants.
This program provides property owners the opportunity to do their part in helping small businesses and their employees succeed in these challenging times. Applications will be accepted through the Canada Mortgage and Housing Corporation website beginning on May 25, and application documents can be accessed now.
The CECRA is one of many measures put in place to help Canadians get back to work. Small businesses can also use the Canada Emergency Wage Subsidy to re-hire workers or access a loan through the Canada Emergency Business Account to adapt to new realities. Businesses who do not qualify for other supports can contact the local Regional Development Agency, where funds have been boosted to assist businesses who need support. All available supports for businesses can be accessed at Canada.ca webpage.
Applications for the Large Employer Emergency Financing Facility to provide bridge loans for the country’s largest employers are open as of today. These loans will be delivered through the Canada Development Investment Corporation, in cooperation with Innovation, Science and Economic Development Canada, and the Department of Finance. Businesses can go online to cdev.gc.ca for more information on the application process.
Today, families across Canada will also be receiving the Canada Child Benefit which will include an extra $300 per child. This is money that will help parents with children get through a very tough time.
The Emergency Community Support Fund, announced a few weeks ago is now open for application for community organizations. The Emergency Community Support Fund provides $350 million in funding to organizations who are working hard to help vulnerable Canadians during the COVID-19 pandemic. The funding from the Government of Canada will be directedthrough three Canadian organizations: Red Cross Canada, Community Foundation of Canada and United Way Canada. Organizations looking to apply for thefunding, can do so by visiting the website of the three organizations.
