COVID-19 உலகளாவியபெருந்தொற்றுநோய்க்குஎதிராகக்கனடாநடவடிக்கைஎடுத்துவரும்வேளையில், பிரதமர் Justin Trudeau இன்று (புதன்கிழமை) பின்வரும்விடயங்களைஅறிவித்தார்:

• கனடியர்களுக்குவிரைவாகஉதவியைவழங்குவதற்கானஅவசரசட்டமூலம் 2020 ஆம்ஆண்டுமார்ச் 25 ஆந்திகதிஅதிகாலைநாடாளுமன்றத்தின்மக்களவையில்நிறைவேற்றப்பட்டது. இந்தச்சட்டமூலம்தற்போதுசெனட்சபைக்குஅனுப்பப்பட்டுள்ளது. இந்தச்சட்டமூலம்நிறைவேற்றப்பட்டதும், மார்ச் 18 ஆந்திகதிஅறிவிக்கப்பட்டமுதற்கட்டஅவசரநடவடிக்கைகளைச்செயற்படுத்திக்கனடியர்களுக்குத்தாமதமின்றிநிதிஉதவியைவழங்குவதற்கானநடவடிக்கைகளைஅரசுஎடுக்கக்கூடியதாயிருக்கும்
• விண்ணப்பநடைமுறையைஎளிதாக்குவதற்கும், இலகுவாகநிதிஉதவியைப்பெற்றுக்கொள்வதற்குமாககனேடியஅவசரநடவடிக்கைக்கொடுப்பனவைக் (Canadian Emergency Response Benefit (CERB)) கனடியஅரசுஅறிவித்துள்ளது:

– கடந்தவாரம்அறிவிக்கப்பட்டஅவசரபராமரிப்புஉதவி, அவசரஆதரவுக்கொடுப்பனவுஆகியஇரண்டுக்கும்பதிலாககனேடியஅவசரநடவடிக்கைக்கொடுப்பனவு (Canadian Emergency Response Benefit (CERB)) நடைமுறைப்படுத்தப்படும். மாறிவரும்சூழ்நிலைக்குஏற்றவாறாகவும், நடைமுறையைஎளிதாக்குவதற்காகவும்இந்தமாற்றம்செய்யப்படுகிறது.

– கனடியஅவசரநடவடிக்கைக்கொடுப்பனவின் (Canadian Emergency Response Benefit (CERB)) மூலம், கோவிட்-19 காரணமாகவருமானத்தைஇழந்தபணியாளர்களுக்குஎதிர்வரும்நான்குமாதங்களுக்குமாதமொன்றுக்கு 2,000 டொலர்வீதம்வழங்கப்படும்.இதில்பின்வருவோரும்அடங்குகிறார்கள்:

கோவிட்-19 காரணமாகவேலைஇழந்தமுழுநேரஅல்லதுஒப்பந்தஅல்லதுசுயதொழில்புரியும்பணியாளர்கள்,

நோயுற்றஅல்லதுகட்டாயமருத்துவதனிமைப்படுத்தலுக்கு (quarantine) உட்படுத்தப்பட்டுள்ளஅல்லதுகோவிட்-19 தொற்றியயாரையாவதுபராமரிக்கும்பணியாளர்கள், பிள்ளைகளைப்பராமரிப்பதற்காகச்சம்பளம்இன்றிவீட்டில்தங்கியிருப்போர்வேலைஇருந்தாலும், நெருக்கடிநிலையால்சம்பளம்வழங்கப்படாதிருப்போர்.

– கோவிட-19 காரணமாகவேலையில்பாதிப்பைஎதிர்கொள்ளும், வேலைக்காப்புறுதிக்கொடுப்பனவைப்பெறுவதற்குத்தகுதிபெற்றவர்களும்கனடியஅவசரநடவடிக்கைக்கொடுப்பனவுக்கு (CERB) விண்ணப்பிக்கலாம்.

வேலைக்காப்புறுதி (EI) அல்லதுவேலைக்காப்புறுதிசுகவீனகொடுப்பனவுக்கு (EI sick benefits) ஏற்கனவேவிண்ணப்பித்தவர்கள்மீண்டும்விண்ணப்பிக்கத்தேவையில்லை.

தற்போதுவேலைக்காப்புறுதிக்கொடுப்பனவைப்பெறுவோர், அவர்களதுவேலைக்காப்புறுதிக்கொடுப்பனவு 2020 ஆம்ஆண்டுஒக்ரோபர்மூன்றாந்திகதிக்குமுன்பாகமுடிவடைந்தால், அதுமுடிவடைந்ததும்கனேடியஅவசரநடவடிக்கைக்கொடுப்பனவுக்கு (CERB) விண்ணப்பிக்கலாம்.

கனடியஅவசரநடவடிக்கைக்கொடுப்பனவு (CERB) வழங்கப்படும் 16 வாரகாலத்தின்பின்னரும்வேலைவாய்ப்புஅற்றிருக்கும், வேலைக்காப்புறுதிக்குத்தகுதியானபணியாளர்கள், வழமையானவேலைகாப்புறுதிக்கொடுப்பனவுகளைப்பெற்றுக்கொள்ளலாம்.

இதற்கானவிண்ணப்பங்களைச்சமர்ப்பிப்பதற்கானஇணையப்பக்கம்ஒன்றைக்கனடாவருமானவரிமுகவரகம் (CRA) இயலுமானவிரைவில்அமைக்கும். விண்ணப்பங்கள்சமர்ப்பிக்கப்பட்டபத்துநாட்களுக்குள்கொடுப்பனவுகள்மேற்கொள்ளப்படும்.

• கடந்தவாரத்தில்மட்டும்வேலைக்காப்புறுதிக்கொடுப்பனவுக்காகஒருமில்லியனுக்கும்அதிகமானவிண்ணப்பங்கள்சமர்ப்பிக்கப்பட்டன. வழமையானகாலத்தில்சராசரியாக27,000 விண்ணப்பங்களேசமர்ப்பிக்கப்படும். அதிகரித்ததேவையைஎதிர்கொள்வதற்காக:

– அரசபணியாளர்கள்இரவுபகலாகப்பணிபுரிகிறார்கள்,

– மார்ச் 16 ஆந்திகதியில்இருந்துஏற்கனவே 143,000 வேலைக்காப்புறுதிவிண்ணப்பங்கள்அங்கீகரிக்கப்பட்டுவிட்டன,

– அதிகஎண்ணிக்கையானவிண்ணப்பங்கள்; குறித்துநடவடிக்கைஎடுக்கவேண்டியிருப்பதால், வேறுதிணைக்களங்களில்இருக்கும்பணியாளர்களையும்அரசுபயன்படுத்துகிறது,

Updated Emergency Measures by the Canadian Federal Governmenton March 25^th

Prime Minister Justin Trudeau highlighted the following updates today (Wednesday), as Canada continues to address the COVID-19 pandemic:

• Early morning on March 25, 2020 the House of Commons passed an emergency bill to help people as quickly as possible. The bill is now before the Senate. The passing of this bill will allow for the government to put into motion the Phase I emergency measures announced on March 18th, and to provide financial support to Canadians without delay.
• To simplify the application process and to make the benefit more accessible, the government has introduced the Canadian Emergency Response Benefit (CERB):

– The Canadian Emergency Response Benefit will replace the two benefits announced last week, the Emergency Care Allowance and the Emergency Support Allowance, to simplify the process and to evolve with the changing situation;

– The Canada Emergency Response Benefit (CERB) will give $ 2,000 paid monthly for the next four months to workers who have lost income due to COVID- 19 including;

■full-time, contract or self-employed workers who have lost their jobs due to COVID-19;

■ Workers who are sick, quarantined or taking care of someone who has COVID-19;

■ Workers who are staying home without being paid to take care of children

■ Workers who still have a job, but are not being paid due to the crisis.

– Workers eligible for Employment Insurance (EI), but face employment disruptions by COVID-19 can also apply for CERB;

■If applied for EI or EI sick benefits already – there is no need to reapply

■If workers are on EI currently, and their EI expires before October 3, 2020, they can apply for CERB once the benefit ends

■If workers eligible for EI are unemployed after the 16 weeks covered by CERB, they can access their normal EI benefits afterwards

An online portal for submitting applications will be launched by the Canada Revenue Agency (CRA) as soon as possible and payments will be made within 10 days of applying.

• Over 1 million applications for Employment insurance have been received last week alone, compared to the average of 27,000 received during normal times. To address the demand;

– public servants are working around the clock;

– Since March 16th, the department has already processed 143,000 Employment Insurance claims;

– The government is deploying workers from different departments to deal with the claims;

–  In the last 10 days, the team has been boosted by close to 1,300 people

–  To streamline the application process, the new CERB applications will be undertaken by the Canada Revenue Agency (CRA), which has a higher capacity to accept and process the applications.

• The new measures are some of the early steps to address the COVID-19 crisis, and new programs and supports will be put in place in the days and weeks to come to address the evolving nature of the situation.
• The Prime Minister also called on all Canadians who are able to, to look into helping with the crisis in any way they are able to.
• The Canadian government is actively collaborating with the provinces and territories, as well as First Nations, Inuit, and Metis Nation communities, to coordinate efforts and to ensure that everyone is supported – this includes testing for COVID-19, wait time for test results, and working with companies, labs and scientific institutions to produce and supply masks, ventilators, vaccines and anti-viral drugs.
• Canada is now testing upto 10,000 people a day. This number produced by Dr.Theresa Tam, the Chief Public Health Officer of Canada, demonstrates a huge increase in Canada's testing ability in a very short period of time.
• Canada is also working with our international partners on this crisis.

– Today, March 25th, the Prime Minister spoke to:

■ President Sall of Senegal and President Kagame of Rwanda, to share strategies on keeping people safe and addressing the economic impacts of this pandemic;

■ Prime Minister Abiy of Ethiopia and President Kenyatta of Kenya about international coordination.

–  Tomorrow, March 26th he will be speaking with other G20 leaders to discuss further global coordination of Canada’s response.

• To ensure that Canadians have access to the latest news and information and to ensure that journalists can continue to do this vital work, the government will be announcing new measures to support them. (Minister Steven Guilbeault , Minister of Canadian Heritage announced that $30 Million will be allocated for public health ads with Canadian media; additionally a culturally and ethnically diverse Independent Advisory Board on Eligibility for Journalism Tax Measures has been put in place. The board will assess qualification for Qualified Canadian Journalism Organization (QCJO) designation for organizations to access the Journalism Tax Measures announced in the 2019 Budget
• Prime Minister Trudeau, reiterated the need for Social Distancing by everyone, and thanked health care workers, and public servants who are working hard to serve Canadians during this crucial time.
• Minister Patty Hajdu, Federal Minister of Health has announced today, that the Quarantine Act will be evoked at 12:00am March 26th, 2020 – making it Mandatory for all travellers to be isolated for 14 days upon arrival in Canada.

Travellers in self-isolation are prohibited from leaving their homes under any circumstances for 14 days – including for groceries, pharmacies etc. Those exhibiting symptoms will be required to contact their local public health officials via phone to seek medical help.

This is an escalation of the previous requirement for self-isolation – the Canadian government continues to reiterate that if social distancing and isolation requirements are not followed more stringent measures will be put in place in the days to come.
