கனடிய அரசின் அவசர நடவடிக்கைகளில் May மாதம் 11ஆந் திகதி புதிதாக அறிவிக்கப்பட்டவை | (English version below)

கோவிட்-19 உலகத் தொற்று நோயின் ஆரம்பத்தில் இருந்தே, கனேடிய அரசின் பதில் நடவடிக்கை மூன்று அடிப்படை நோக்கங்களைக் கொண்டிருக்கிறது. அவற்றில் முதலாவது கனேடியர்களைப் பாதுகாப்பாகப் பேணுவது. அத்துடன், மிகவும் நலிவடைந்தோரைப் பாதுகாப்பதற்குச் சாத்தியமான  அனைத்து நடவடிக்கைகளும் எடுக்கப்படுவதை உறுதி செய்வது.

இரண்டாவது நோக்கம் உலகத் தொற்று நோயின் மிகவும் மோசமான பாதிப்பில் இருந்து தனி நபர்களையும், தொழிலாளர்களையும், குடும்பங்களையும் பாதுகாப்பது. கனடா அவசர நடவடிக்கைக் கொடுப்பனவு(Canada Emergency Response Benefit) போன்ற திட்டங்களின் மூலமாகவும், இம் மாதத்திற்கான கனடா சிறுவர் உதவிக் கொடுப்பனவை (Canada Child Benefit) அதிகரிப்பதன் மூலமும், ஜீஎஸ்ரி வரி மீளளிப்பை அதிகரிப்பது போன்ற பல்வேறு நடவடிக்கைகளின் மூலமும் இது நிறைவேற்றப்படுகிறது.

சிறு வணிக நிறுவனங்கள் நொடித்துப் போவதைத் தடுப்பதற்காகவும், அதிக பணம் தேவைப்படும் நடுத்தர வணிக நிறுவனங்களுக்கு உதவியாகவும் உருவாக்கப்பட்ட வணிகக் கடன் வசதித் திட்டத்தைக் (Business Credit Availability Program) கனேடிய அரசு விரிவாக்கம் செய்யவுள்ளது. நாட்டின் அனைத்துப் பகுதிகளிலும் உள்ள அனைத்துத் தொழிற் துறைகளையும் சேர்ந்த கனேடிய நிறுவனங்களுக்கும் தனியார் துறை கடன் வழங்குனர்களிடம் இருந்து பல பத்து மில்லியன் டொலர்கள் கடன் கிடைப்பதை உறுதி செய்வதற்குக் கனடா ஏற்றுமதி மேம்பாட்டு நிறுவனமும் (Export Development Canada) கனேடிய வணிக மேம்பாட்டு வங்கியும் (Business Development Bank of Canada) செயலாற்றவுள்ளன.

இதே வேளை, மிகப் பெருமளவானோருக்கு வேலைவாய்ப்பை வழங்கும் நிறுவனங்கள் வேறு வழிகளில் நிதி திரட்ட முடியாதிருந்தால், அவை நெருக்கடி காலத்தைச் சமாளிப்பதற்காக பெருமளவு வேலை வாய்ப்பு வழங்குவோருக்கான அவசர கடன் திட்டம் (Large Employer Emergency Financing Facility (LEEFF)) உருவாக்கப்படும்.

பல அடிப்படைக் கொள்கைகளுக்கு அமைவாக இந்த உதவி வழங்கப்படும். முதலாவது வங்குறோத்து நிலைமையைத் தவிர்ப்பது: பாரிய நிறுவனங்கள் நிலைத்து நிற்பதை உறுதி செய்து, அவை வழங்கும் பல மில்லியன் வேலை வாய்ப்புகளைப் பாதுகாப்பது. இரண்டாவது நியாயமான ஒரு பொறி முறையை உருவாக்குவதன் மூலம் – கனடா முழுவதும் அனைத்து மாகாணங்களிலும், பிராந்தியங்களிலும் உள்ள அனைத்துத் தொழிற்துறைகளையும் சேர்ந்த நிறுவனங்களுக்கும் சீரான நிதியுதவி கிடைப்பது உறுதி செய்யப்படும். மிக முக்கியமாகப் பணியாளர்களைப் பாதுகாப்பதுடன் நிறுவனங்கள் பொறுப்புக் கூறுவதையும் அரசு உறுதிப்படுத்தும். இந்த உதவியைப் பெறும் நிறுவனங்கள் சில கடப்பாடுகளை நிறைவேற்ற வேண்டியிருக்கும். வேலை வாய்ப்புகளையும் முதலீடுகளையும் பேணுதல், கூட்டுப்பேர ஒப்பந்தங்களையும், ஓய்வூதிய கடப்பாடுகளையும் மதித்து நடத்தல், சுற்றுச் சூழல், கால நிலை என்பன தொடர்பான கடப்பாடுகள் போன்றன இவற்றில் அடங்கியிருக்கும். முக்கியமாக பங்குலாபம், பங்குகளை நிறுவனமே மீண்டும் கொள்வனவு செய்தல், உயரதிகாரிகளுக்கான கொடுப்பனவுகள் என்பவற்றுக்கு இறுக்கமான கட்டுப்பாடுகள் இருக்கும். வரி தவிர்ப்பு, வரி ஏய்ப்பு ஆகியவற்றுக்கு எதிரான உறுதியான நடவடிக்கையாக, நிதி உதவிக்கு விண்ணப்பிக்கும் நிறுவனங்கள் அவற்றின் முழுமையான நிதிக்கட்டமைப்பு விபரங்களை வெளியிட வேண்டியிருக்கும்.

Updated Emergency Measures by the Canadian Federal Government on May 11th

Since the beginning, the Government of Canada’s response to the COVID-19 pandemic has been driven by three fundamental objectives. The first is to keep Canadians safe. And ensuring that every possible step is taken to to protect the most vulnerable citizens. The second is to protect individuals, workers and families from the worst financial impacts of the pandemic. This is being done through programs such as the Canada Emergency Response Benefit, the increase in the Canada Child Benefit this month, and the enhanced GST tax credit, among other measures. And thirdly, by helping Canadian business through this extraordinary time – including for-profit, not-for-profit, and charitable enterprises – to ensure that workers across Canada can keep their jobs and to make sure the economy comes roaring back after this difficult time.

Today, Prime Minister, Justin Trudeau, announced the next phase of support for enterprises that collectively employ millions of Canadians and are experiencing unprecedented losses due to the COVID-19 pandemic. The Government of Canada will be expanding the Business Credit Availability Program, put in place to keep small businesses solvent, to mid-sized companies with a greater need for capital.

Export Development Canada and the Business Development Bank of Canada will work with private-sector lenders to free up access to capital, in the tens of millions, for Canadian companies in every industry and in all regions of Canada.

At the same time, a Large Employer Emergency Financing Facility (LEEFF) will be established, to provide bridging loans for the largest employers, if they are unable to obtain financing through other means. The provision of this support will be guided by several basic principles. The first is to avoid bankruptcies: the purpose is to keep large Canadian companies on their feet, and protect the millions of jobs they provide; Secondly by establishing a fair system- financing will be accessible to every industry sector, in a way that is consistent in every province and territory, right across Canada. Most critically, the government will protect workers and hold companies accountable. Any company that receives this support will be expected to make and keep certain commitments.Those include maintaining jobs and investment; respecting collective agreements and pension obligations; and environmental and climate commitments.In particular, there will be strict limits on dividends, share buy-backs and executive compensation. To stand strong against tax avoidance and tax evasion, the government will require companies to share their complete financial structure as they apply for funding.

With this program, the Canadian government is taking a bold step to assist large businesses during this extraordinary time, when private financial institutions are unable to meet the need. The government will not allow millions of people to lose their livelihoods, because of unprecedented events that were beyond their control.
